Census-taking in Tanakh
(ה) וַיּוֹצֵ֨א אֹת֜וֹ הַח֗וּצָה וַיֹּ֙אמֶר֙ הַבֶּט־נָ֣א הַשָּׁמַ֗יְמָה וּסְפֹר֙ הַכּ֣וֹכָבִ֔ים אִם־תּוּכַ֖ל לִסְפֹּ֣ר אֹתָ֑ם וַיֹּ֣אמֶר ל֔וֹ כֹּ֥ה יִהְיֶ֖ה זַרְעֶֽךָ׃
(5) He took him outside and said, “Look toward heaven and count the stars, if you are able to count them.” And He added, “So shall your offspring be.”
(יב) כִּ֣י תִשָּׂ֞א אֶת־רֹ֥אשׁ בְּנֵֽי־יִשְׂרָאֵ֘ל לִפְקֻדֵיהֶם֒ וְנָ֨תְנ֜וּ אִ֣ישׁ כֹּ֧פֶר נַפְשׁ֛וֹ לַיהוָ֖ה בִּפְקֹ֣ד אֹתָ֑ם וְלֹא־יִהְיֶ֥ה בָהֶ֛ם נֶ֖גֶף בִּפְקֹ֥ד אֹתָֽם׃
(12) When you take a census of the Israelite people according to their enrollment, each shall pay the LORD a ransom for himself on being enrolled, that no plague may come upon them through their being enrolled.
(א) כי תשא בשנה השנית כדכתיב בפרשת במדבר בשנה השנית וגו׳‎ שאו את ראש כל עדת בני ישראל שכן כי תשא להבא משמע ושאו מיד משמע. ופרשה זו נאמרה מבאחד באדר כדי להשמיע על השקלים לתרומת הלשכה לקנות הקרבנות להקריב מבאחד בניסן ואילך שבו הוקם המשכן והלשון מוכיח ונתת על עבודת אהל מועד ש״‎מ שכבר נעשה אהל מועד כלו. ונתנו איש כפר נפשו לצורך הקרבנות הבאים לכפרה כמו שפרש״‎י. ולא יהיה בהם נגף בפקד אתם בשנה השנית, לפי שכבר נתנו איש כופר פדיון נפשו. וע״‎י שמצינו גבי דוד שהיה נגף בישראל כשנמנו. ועוד שארז״‎ל שאין ברכה מצויה לא בדבר המנוי ולא בדבר המדוד הבטיח כאן ולא יהיה בהם נגף מפני שהכפרה מונעת את המגפה. ויש מפרשים ולא יהיה בהם נגף לא ינגפו לפני אויביהם. בפקד אתם בצאתם למלחמה.
(1) כי תשא, “when you count,” in the second year; this has been spelled out in Numbers 1,1, i.e. בשנה השנית; it says there: שאו את ראש כל עדת בני ישראל, “count the sum total of the entire community of the Children of Israel; The expression of כי תשא, i.e. “when you count,” clearly refers to a point in the future. On the other hand, the command שאו, clearly is a command to be carried out forthwith. This portion was told to Moses on the first day of the month of Adar, i.e. the last month of the first year of the Exodus, in order to inform the people that the money, (shekalim) for the communal offerings in the Tabernacle had become due at that time. The service in the Tabernacle began on the first day of Nissan of the second year, i.e. a month after this command had been issued. It is clear that the work of building the Tabernacle must have been completed already by that time. ונתנו איש כופר נפשו, “they are each to give his personal ransom for his soul;” the communal offerings were meant as atonement for the people, as Rashi has explained on verse 15. The words ונתת אותו על עבודת אהל מועד, “you shall assign it (the proceeds) for the service in the Tent of Meeting,” is clear evidence of what these shekalim were to be used for. ולא יהיה בהם נגף בפקוד אותם, “so that there will not occur a plague among them due to the manner in which they are being counted in the second year.” They had already paid the ransom for their souls. This assurance has been given here, seeing that when David took a census of the Jewish people a plague broke out and 70000 of them died as a result of that plague as punishment for an unauthorized census. (Compare Samuel II 116) Furthermore, our sages (Baba Metzia folio 42), state that blessings never accompany matters which are subject to counting, measuring or weighing. In light of this, the Torah here assures us that this census will not have any negative fallout, seeing that the atonement which accompanies this census neutralises any negative fallout accompanied with taking a census. You will not become victimized before your enemies, בפקוד אותם “when you count them prior to going into battle.”
(ב) שְׂא֗וּ אֶת־רֹאשׁ֙ כָּל־עֲדַ֣ת בְּנֵֽי־יִשְׂרָאֵ֔ל לְמִשְׁפְּחֹתָ֖ם לְבֵ֣ית אֲבֹתָ֑ם בְּמִסְפַּ֣ר שֵׁמ֔וֹת כָּל־זָכָ֖ר לְגֻלְגְּלֹתָֽם׃
(2) Take a census of the whole Israelite community by the clans of its ancestral houses, listing the names, every male, head by head.
(א) שאו את ראש כל עדת - לפי שמעתה צריכים לבוא לארץ ישראל ובני עשרים ראוים לצאת בצבא המלחמה, שהרי בעשרים בחדש השני הזה נעלה הענן, כדכתיב בפרשת בהעלותך, וכתיב שם: נוסעים אנחנו אל המקום וגו' ולכך צוה הקב"ה בתחלת חודש זה למנותן.
(1) שאו את ראש כל עדת, from this point on the Israelites were headed for the land of Israel, and all males over the age of 20 were enlisted in the army for that purpose, because on the 20th of the second month the Torah speaks of the people leaving the region of Mount Sinai, the cloud having lifted off the Tabernacle and begun to move ahead of the people. (Compare Numbers 10,11). In that chapter, verse 29, Moses invited his father-in-law Yitro to accompany the people who were now “journeying” toward the promised land. G’d issued the command to count the people so that one could keep track of how many soldiers there were. [and know if any would have become casualties in any battle. My words. Ed.]
(א) שאו את ראש כל עדת בני ישראל. אין עלויין של ישראל אלא בקיום התורה, ועל כן אחז הכתוב לשון שאו שהוא לשון כולל שני ענינים דבר והפכו, האחד נשיאות ראש, והשני הסרת הראש. וכן אמרו במדרש שאו את ראש אמר הקב"ה לא חבבתי אומה יותר מכם לפיכך נתתי לכם תלוי ראש, כשם שיש לי תלוי ראש על כל באי עולם שנאמר (דברי הימים א כט) לך ה' הממלכה והמתנשא לכל לראש, לקיים מה שנאמר (תהלים קמח) וירם קרן לעמו, וכן הוא אומר (דברים כח) ונתנך ה' אלהיך עליון על כל גויי הארץ. הסרת הראש, מלשון (בראשית מ) ישא פרעה את ראשך מעליך, כמי שאמר לקוסטינר ארים רישיה דפלן, ולכן אמר שאו ולא אמר גדל או רומם, כלומר אם זכו הרי לשון עלוי אם לאו יסתלק עלוין.
(1) שאו את ראש כל עדת בני ישראל, “take a census of the entire assembly of the Jewish people, etc.” The Jewish people do not experience an ascent of a spiritual kind unless they perform the laws of the Torah. When the counting of the Jewish people is described here by the word שאו instead of say, פקדו, this indicates that being counted at the command of G’d is a spiritual ascent. The word שאו combines within it two meanings, one the direct opposite of the other. It may mean that one’s head is being elevated in the sense of someone being promoted; on the other hand, the same word is also employed as depicting that someone is being beheaded, such as in the case of the chief baker of Pharaoh’s court whose execution Joseph foretold in Genesis 40,19.
We find a similar approach in Tanchuma Bamidbar 8 where the author paraphrases our verse as G’d saying: “I have not been as fond of any nation as I am of you, therefore I have elevated you to be the head just as I am the ‘head’ of all phenomena in this world.” We know the latter from Chronicles I 19,11: “Yours, Lord, are greatness, might, splendour, triumph, and majesty-yes all that is in heaven and earth; to You, Lord, belong kingship and preeminence over all.” G’d says that because of your relationship to Me, I have made you vis-a-vis the nations something similar to My position vis-a-vis all the creatures in the universe.” This is what the psalmist spoke about in Psalms 148,15: וירם קרן לעמו, “He has exalted the horn of His people.” When Moses speaks of G’d making the Jewish people supreme over all the nations of the earth, he has the same thought in mind.
When the meaning of the word שאו is “to decapitate,” this is what we read in Genesis 40,19. The Torah deliberately uses a word which may have either of these two meanings in order to warn the people that if they deserve it the census will be beneficial for them; if not, it may have fatal consequences.

(1) The anger of the LORD again flared up against Israel; and He incited David against them, saying, “Go and number Israel and Judah.” (2) The king said to Joab, -his army commander, “Make the rounds of all the tribes of Israel, from Dan to Beer-sheba, and take a census of the people, so that I may know the size of the population.” (3) Joab answered the king, “May the LORD your God increase the number of the people a hundredfold, while your own eyes see it! But why should my lord king want this?” (4) However, the king’s command to Joab and to the officers of the army remained firm; and Joab and the officers of the army set out, at the instance of the king, to take a census of the people of Israel. (5) They crossed the Jordan and encamped at Aroer, on the right side of the town, which is in the middle of the wadi of Gad, and [went on] to Jazer. (6) They continued to Gilead and to the region of Tahtim-hodshi, and they came to Dan-jaan and around to Sidon. (7) They went onto the fortress of Tyre and all the towns of the Hivites and Canaanites, and finished at Beer-sheba in southern Judah. (8) They traversed the whole country, and then they came back to Jerusalem at the end of nine months and twenty days. (9) Joab reported to the king the number of the people that had been recorded: in Israel there were 800,000 soldiers ready to draw the sword, and the men of Judah numbered 500,000. (10) But afterward David reproached himself for having numbered the people. And David said to the LORD, “I have sinned grievously in what I have done. Please, O LORD, remit the guilt of Your servant, for I have acted foolishly.”

(1) Satan arose against Israel and incited David to number Israel. (2) David said to Joab and to the commanders of the army, “Go and count Israel from Beer-sheba to Dan and bring me information as to their number.” (3) Joab answered, “May the LORD increase His people a hundredfold; my lord king, are they not all subjects of my lord? Why should my lord require this? Why should it be a cause of guilt for Israel?” (4) However, the king’s command to Joab remained firm, so Joab set out and traversed all Israel; he then came to Jerusalem. (5) Joab reported to David the number of the people that had been recorded. All Israel comprised 1,100,000 ready to draw the sword, while in Judah there were 470,000 men ready to draw the sword. (6) He did not record among them Levi and Benjamin, because the king’s command had become repugnant to Joab. (7) God was displeased about this matter and He struck Israel. (8) David said to God, “I have sinned grievously in having done this thing; please remit the guilt of Your servant, for I have acted foolishly.”
(כג) וְלֹא־נָשָׂ֤א דָוִיד֙ מִסְפָּרָ֔ם לְמִבֶּ֛ן עֶשְׂרִ֥ים שָׁנָ֖ה וּלְמָ֑טָּה כִּ֚י אָמַ֣ר יְהוָ֔ה לְהַרְבּ֥וֹת אֶת־יִשְׂרָאֵ֖ל כְּכוֹכְבֵ֥י הַשָּׁמָֽיִם׃ (כד) יוֹאָ֨ב בֶּן־צְרוּיָ֜ה הֵחֵ֤ל לִמְנוֹת֙ וְלֹ֣א כִלָּ֔ה וַיְהִ֥י בָזֹ֛את קֶ֖צֶף עַל־יִשְׂרָאֵ֑ל וְלֹ֤א עָלָה֙ הַמִּסְפָּ֔ר בְּמִסְפַּ֥ר דִּבְרֵֽי־הַיָּמִ֖ים לַמֶּ֥לֶךְ דָּוִֽיד׃ (ס)
(23) David did not take a census of those under twenty years of age, for the LORD had promised to make Israel as numerous as the stars of heaven. (24) Joab son of Zeruiah did begin to count them, but he did not finish; wrath struck Israel on account of this, and the census was not entered into the account of the chronicles of King David.
