Bamidbar
(1) On the first day of the second month, in the second year following the exodus from the land of Egypt, the LORD spoke to Moses in the wilderness of Sinai, in the Tent of Meeting, saying:
AND [THE LORD] SPOKE [UNTO MOSES] IN THE DESERT OF SINAI … ON THE FIRST DAY OF THE [SECOND] MONTH … [TAKE YE THE SUM OF ALL THE CONGREGATION] etc. — Because they were dear to him, He counts them every now and then: when they went forth from Egypt He counted them (Exodus 12:37), when many of them fell in consequence of their having worshipped the golden calf He counted them to ascertain the number of those left (cf. Rashi Exodus 30:16); when he was about to make His Shechinah dwell amongst them (i. e. when He commanded them to make a Tabernacle), He again took their census; for on the first day of Nisan the Tabernacle was erected (Exodus 40:2) and shortly afterwards, on the first day of Iyar, He counted them.
Ramban - 1. To show miraculous growth the Jewish nation.
2. To have each member connect with Moshe and Aaron.
3. To set up military campaign.
Q- Why wasn't the Torah given in Eretz Yisroel ?
1. Midrash - universal message - not just to Jews
2. In Eretz Yisroel it would be in one tribe's land - given in diaspora to show that it does not belong any more to one particular tribe.
3 Aish Kodesh (written in hiding in ghetto) - stress obligation to keep Torah in the diaspora ( R' Sacks - law before land)
4. R Soloveichik - Torah given not in our ancestral home - we were strangers, we have to understand and feel for those that are suffering.
5. Maharal - not a gashmi physical place - can't be overly involved in physicality.
It is taught in a baraita: Rabbi Shimon ben Elazar said: Ezra enacted for the Jewish people that they should read the portion of the curses that are recorded in Leviticus before Shavuot and the portion of the curses that are recorded in Deuteronomy before Rosh HaShana. The Gemara asks: What is the reason for this? Abaye said, and some say that it was Reish Lakish who said: In order that the year may conclude together with its curses, and the new year may begin without the ominous reading of the curses. The Gemara asks: Granted, with regard to the curses that are recorded in Deuteronomy, there is relevance to the reason: In order that the year may conclude together with its curses, for Rosh HaShana is clearly the beginning of a new year. However, with regard to the curses that are recorded in Leviticus, what relevance does that reason have? Is that to say Shavuot is a new year? The Gemara answers: Yes, indeed, Shavuot is also a new year, as we learned in a mishna (Rosh HaShana 16a): And on Shavuot, divine judgment is made concerning the fruit of the trees, which indicates that Shavuot also has the status of a new year.
Tosfos - but Bamidbar always precedes Shavuos ? A- want to have some degree of seperation.
Additional conections to Shavuos - 1. humility 2. Midrash Torah is only absorbed by ones that make themselves hefker (ownerless) like a desert. - Where do opinions/ worldviews come from ? abortion, Eretz Yisroel ?
(49) Do not on any account enroll the tribe of Levi or take a census of them with the Israelites.

ONLY THOU SHALT NOT NUMBER THE TRIBE OF LEVI — The legion of the King is worthy to be numbered by itself (cf. Midrash Tanchuma, Bamidbar 15). — Another explanation is: The Holy One, blessed be He, foresaw that a decree would once be made against all those that had been numbered from twenty years and upwards, viz., that they should die in the wilderness (Numbers 14:29). He therefore said: Let these (the Levites) not be included amongst those now counted, in which case they must die, because they are Mine, since they did not sin by worshipping the golden calf (cf. Numbers Rabbah 3:7; Bava Batra 121b).

Sifsei Chachamim Rashi had to bring a second interpretation because the word ach - but, is usually used as an exclusionary phrase and according to first interpretation it's not excluding anything- Q- Didn't the Jews die out in desert because they accepted the spies' slanderous report ? A- Combination of both slanderous report and golden calf, the Leviim were involved with spies, but not with golden calf. R Zalman Sorotskin - lashon hara is a difficult test which even great people fail.

(54) The Israelites did accordingly; just as the LORD had commanded Moses, so they did.
Double Language ? Alshich - Talmud Kidushin 40 a - A person isrewarded for thinking about doing a mitzva even if he does not fulfill it. So the double reward is for thinking and then doing.
(1) The LORD spoke to Moses and Aaron, saying: (2) The Israelites shall camp each with his standard, under the banners of their ancestral house; they shall camp around the Tent of Meeting at a distance. (3) Camped on the front, or east side: the standard of the division of Judah, troop by troop. Chieftain of the Judites: Nahshon son of Amminadab. (4) His troop, as enrolled: 74,600. (5) Camping next to it: The tribe of Issachar. Chieftain of the Issacharites: Nethanel son of Zuar. (6) His troop, as enrolled: 54,400. (7) The tribe of Zebulun. Chieftain of the Zebulunites: Eliab son of Helon.
Baal Haturim there is no vav seperating the tribe of Zevulun becasue they supported Yissachar in Torah study, so they are considered as one tribe. R Chaim Shmuelevits - also one who influences others shares in the merit of their Torah study.
(1) This is the line of Aaron and Moses at the time that the LORD spoke with Moses on Mount Sinai.
AND THESE ARE THE OFFSPRING OF AARON AND MOSES — But it mentions only the sons of Aaron! But they also are called the sons of Moses because he taught them the Torah. This tells us that whoever teaches the Torah to the son of his fellow man Scripture regards it to him as though he had begotten him (Sanhedrin 19b).
R' Hutner - professor is like a chef serving a customer, a rebbi is like a mother nursing a baby. R' Simcha Wasserman - a professor may not be invited to a wedding of student, but a rebbi marries the student off.
(16) So Moses recorded them at the command of the LORD, as he was bidden.
[AND MOSES NUMBERED THEM] ACCORDING TO THE WORD OF THE LORD — Moses said to the Holy One, blessed be He, “How can I enter their tents to ascertain the number of their babes?!” Thereupon the Holy One, blessed be He, replied to him, “You do your share and I will do Mine!’ Moses accordingly went and stationed himself at the entrance of each tent, the Shechinah having gone there beforehand, and a divine voice issued from the tent, saying, “So-and-so many babes are in this tent”. It is on this account that it states, “[and Moses numbered them] according to the word (by the mouth) of the Lord” (Numbers Rabbah 3 9).
R Chaim Shmuelevits - although Moshe had a mitzva to count all males over 30 days, he felt hat would not over ride derech eretz - common decency due to families' privacy.
