Holy Resistance: What does justice mean? How can we act?

שְׁמַעְיָה אוֹמֵר, אֱהֹב אֶת הַמְּלָאכָה, וּשְׂנָא אֶת הָרַבָּנוּת, וְאַל תִּתְוַדַּע לָרָשׁוּת:

Shemayah says, "Love work, hate authority over others and do not become familiar with the government."

(ג) הֱווּ זְהִירִין בָּרָשׁוּת, שֶׁאֵין מְקָרְבִין לוֹ לָאָדָם אֶלָּא לְצֹרֶךְ עַצְמָן. נִרְאִין כְּאוֹהֲבִין בִּשְׁעַת הֲנָאָתָן, וְאֵין עוֹמְדִין לוֹ לָאָדָם בִּשְׁעַת דָּחְקוֹ:

(3) Be careful about the government, as they approach a man only when they need him. They seem like good friends in good times, but they don't stay for him in time of his trouble.

צדק צדק תרדף. הַלֹּךְ אַחַר בֵּית דִּין יָפֶה (ספרי; סנהדרין ל"ב):
צדק צדק תרדף JUSTICE, JUSTICE SHALT THOU PURSUE — go to (search after) a reliable court (Sifrei Devarim 144:14; Sanhedrin 32b).
למען תחיה וירשת. כְּדַאי הוּא מִנּוּי הַדַּיָּנִין הַכְּשֵׁרִים לְהַחֲיוֹת אֶת יִשְׂרָאֵל וּלְהוֹשִׁיבָן עַל אַדְמָתָן (ספרי):
למען תחיה וירשת [JUSTICE, JUSTICE SHALT THOU PURSUE] THAT THOU MAYEST LIVE, AND INHERIT [THE LAND WHICH THE LORD THY GOD GIVETH THEE] — The appointment of honest judges is sufficient merit to keep Israel in life and to settle them in security in their land (Sifrei Devarim 144:15).

There is was taught:

Rabban Shimon ben Gamliel says that the world stands on three things: On justice, on truth, and on peace.

Rabbi Muna said: Those three are really one thing! If justice is served, truth is served, and peace will be made. [The proof is that] all three are mentioned in one verse, where it is written, "You shall judge truth and a judgment of peace in your dwellings." (Zach 8:16). In any place that there is peace, there will be justice.

כְּלָלוֹ שֶׁל דָּבָר כָּל דִּין שֶׁיַּחְקֹק אוֹתוֹ הַמֶּלֶךְ לַכּל וְלֹא יִהְיֶה לְאָדָם אֶחָד בִּפְנֵי עַצְמוֹ אֵינוֹ גֵּזֶל. וְכָל שֶׁיִּקַּח מֵאִישׁ זֶה בִּלְבַד שֶׁלֹּא כַּדָּת הַיְדוּעָה לַכּל אֶלָּא חָמַס אֶת זֶה הֲרֵי זֶה גֵּזֶל.

The general principle is: Any law* that a king decrees to be universally applicable, and not merely applying to one person, is not considered robbery. But whenever he takes from one person alone in a manner that does not conform to a known law, but rather seizes the property from the person arbitrarily, it is considered to be robbery.

כׇּל מִי שֶׁאֶפְשָׁר לִמְחוֹת לְאַנְשֵׁי בֵיתוֹ וְלֹא מִיחָה — נִתְפָּס עַל אַנְשֵׁי בֵיתוֹ. בְּאַנְשֵׁי עִירוֹ — נִתְפָּס עַל אַנְשֵׁי עִירוֹ. בְּכָל הָעוֹלָם כּוּלּוֹ — נִתְפָּס עַל כָּל הָעוֹלָם כּוּלּוֹ.

Anyone who had the capability to effectively protest the sinful conduct of the members of his household and did not protest, he himself is apprehended for the sins of the members of his household and punished. If he is in a position to protest the sinful conduct of the people of his town, and he fails to do so, he is apprehended for the sins of the people of his town. If he is in a position to protest the sinful conduct of the whole world, and he fails to do so, he is apprehended for the sins of the whole world.

אמר הואיל והוו יתבי רבנן ולא מחו ביה ש"מ קא ניחא להו איזיל איכול בהו קורצא בי מלכא אזל אמר ליה לקיסר מרדו בך יהודאי א"ל מי יימר א"ל שדר להו קורבנא חזית אי מקרבין ליה

After having been cast out from the feast, bar Kamtza said to himself: Since the Sages were sitting there and did not protest the actions of the host, although they saw how he humiliated me, learn from it that they were content with what he did. I will therefore go and inform [eikhul kurtza] against them to the king. He went and said to the emperor: The Jews have rebelled against you. The emperor said to him: Who says that this is the case? Bar Kamtza said to him: Go and test them; send them an offering to be brought in honor of the government, and see whether they will sacrifice it.
