1. This commandment that Hashem tells Yeshayahu is the judgement from Hashem. Hashem is going to prevent the people from Bnei Yisroel that are sinning from doing teshuva until they recieve their punishment.
2. The second explanation is referring to stubborness they are not listening to what they're supposed to be doing. Since all of the Radak's examples of ones of times that Hashem hardened the hearts of the people, they were all stubborn.

Here it is important to understand what the phrase צווי במקום איתן means. This phrase means that these two psukim are a description of the status quo, not a command, literally, the phrase means that the pasuk sounds like it is written in צווי , but in fact it is written in a way that conveys strength, i.e. the situation that is being described is strongly - that is what the word/name איתן means - entrenched among the people.
