Women's Obligation to Pray
Questions
1. What is the source of prayer? Where in the torah are we told to pray?
2. What is the nature of the mitzvah? Is it מדאורייתא or דרבנן?
3. What is the scope of the mitzvah? Who does this mitzvah apply to?
The Source of Prayer

(13) And it shall come to pass, if ye shall hearken diligently unto My commandments which I command you this day, to love the LORD your God, and to serve Him with all your heart and with all your soul,

And from where do we know [that one should ask for rain] in Davening?
The Gemara understands the words "וּלְעָבְד֔וֹ בְּכָל־לְבַבְכֶ֖ם" to be the source of prayer which it calls "עבודה שהיא בלב"
Nature

(1) It is a positive commandment to pray every day, as it is written: "You shall worship the Lord your God" (Ex. 23:25). By tradition, they learned that this worship is prayer, as it says: "and to worship God with all of your heart" (Deut. 11:13)—the sages said what is worship of the heart? This is prayer. The number of prayers is not biblical, the form of prayer is not biblical, and prayer has no biblically fixed time.

The mitzvah of prayer is מדאורייתא. However, how many times a day we are obligated to pray, the text of prayer, and the times of prayer are דרבנן

It is a mitzvah מדאורייתא to pray in times of crisis. However, it is a mitzvah דרבנן to pray every day three times a day.
Scope

MISHNAH Women, slaves and minors are exempt from reading the Shema' and from Tefillin; but they are under the obligation of Tefillah, Mezuzah and Grace after meals. GEMARA Why are the reading of the Shema' and Tefillin different [from the others] ? Because they are commands the observance of which depends upon a certain point of time, and women are exempt from all commands of this class. Tefillah, Mezuzah and Grace after meals, being commands the observance of which does not depend upon a certain point of time, are obligatory upon women. That the reading of the Shema' [is not obligatory upon women] is self-evident, because it is a command the observance of which depends upon a certain point of time, and women are exempt from all commands of this class! [Why, then, does the Mishnah mention it ?] Thou mightest say that since it contains a reference to the Kingdom of Heaven [it should be read by women] ; therefore it informs us [they are exempt]. And from Tefillin. This too is evident ! Thou mightest say that since Tefillin are to be compared with Mezuzah [they should be obligatory upon women] ; therefore it informs us [they are exempt]. But they are under the obligation of Tefillah ; [obviously] because this is prayer! [not translated] But thou mightest say that since it is written thereby, "Evening and morning and at noonday" (Ps. lv. 18), it is like a command the observance of which depends upon a certain point of time [and women are exempt]; therefore it informs us [the obligation is theirs].

The mishna says that women, slaves, and children are exempt from kriyat shema and teffilin but they are obligated in teffilah, mezuza, and birchat hamazon. The gemara asks why women are exempt from teffilah, and answers that the answer is simple, it is because it is a postive commandment that is time-bound. This teaches us that women, slaves, and children are exempt from time bound mitzvot. So why are women obligated in teffilah? Women are obligated to pray because it is NOT a time-bound mitzvah. Why isn't it a time-bound mitzvah? because this [is supplication for Divine] mercy ("de-rachamei ninhu")

women and slaves who are exempt from shma and obligated in prayer because it is a positive non-time-bound commandment, and children that are old enough to be taught, their parents are obligated to teach them

as Shacharit and Mincha are obligatory prayers, women are certainly also obligated to recite them. Aravit, however, is fundamentally a tefillat reshut (optional), which over time men accepted upon themselves as an obligation. That so, women did NOT accept upon themselves to recite Tefillat Aravit, and are therefore only obligated to recite Shacharit and Mincha.

women are obligated in Tefilla as it is NOT a time bound mitzva

(2) “A positive commandment” – So wrote the Rambam, who thinks that tefillah is a positive biblical commandment, as it is written, “and to serve God with all of your heart…” But biblically, it is sufficient to recite one prayer a day, in any formulation that one wishes. Therefore, most women have the practice of not praying regularly, because immediately after washing their hands in the morning they say some request, and this is biblically sufficient, and it is possible that the sages did not extend their obligation any further. But the Ramban thinks that tefillah is rabbinic, and this is the opinion of most decisors.

while any supplication may fulfill the biblical obligation to pray, women are exempt from the rabbinic obligation of the Shemoneh Esrei. The Magen Avraham therefore suggests that this Rambam serves as the basis for the custom of most women NOT to recite the Shemoneh Esrei, but rather to say a short supplication after washing their hands in the morning.
The Chafetz Chayyim, as reported by his son Rav Aryeh Leib (see Sichot He-Chafetz Chayyim 1:27), reportedly instructed his wife not to recite the Shemoneh Esrei during the years in which she was caring for small children.
