(א) בָּרוּךְ אַתָּה יהוה אֱלֹהֵֽינוּ מֶֽלֶךְ הָעוֹלָם אֲשֶׁר קִדְּ֒שָֽׁנוּ בְּמִצְוֹתָיו וְצִוָּנוּ לַעֲסֹק בְּדִבְרֵי תוֹרָה:

(11) And יהוה said to Moses, “How long will this people spurn Me, and how long will they have no faith in Me despite all the signs that I have performed in their midst? (12) I will strike them with pestilence and disown them, and I will make of you a nation far more numerous than they!”

(13) But Moses said to יהוה, “When the Egyptians, from whose midst You brought up this people in Your might, hear the news, (14) they will tell it to the inhabitants of that land. Now they have heard that You, יהוה, are in the midst of this people; that You, יהוה, appear in plain sight when Your cloud rests over them and when You go before them in a pillar of cloud by day and in a pillar of fire by night. (15) If then You slay this people wholesale, the nations who have heard Your fame will say, (16) ‘It must be because יהוה was powerless to bring that people into the land promised them on oath that [that god] slaughtered them in the wilderness.’ (17) Therefore, I pray, let my lord’s forbearance be great, as You have declared, saying, (18) ‘יהוה ! slow to anger and abounding in kindness; forgiving iniquity and transgression; yet not remitting all punishment, but visiting the iniquity of parents upon children, upon the third and fourth generations.’ (19) Pardon, I pray, the iniquity of this people according to Your great kindness, as You have forgiven this people ever since Egypt.”
Interpretations
(א) יהוה ארך אפים. לַצַּדִּיקִים וְלָרְשָׁעִים; כְּשֶׁעָלָה מֹשֶׁה לַמָּרוֹם מְצָאוֹ לְהַקָּבָּ"ה שֶׁהָיָה יוֹשֵׁב וְכוֹתֵב יהוה אֶרֶךְ אַפַּיִם, אָמַר לוֹ, לַצַּדִּיקִים? אָמַר לוֹ הַקָּבָּ"ה אַף לָרְשָׁעִים, אָמַר לוֹ רְשָׁעִים יֹאבֵדוּ, אָמַר לוֹ חַיֶּיךָ שֶׁתִּצְטָרֵךְ לַדָּבָר; כְּשֶׁחָטְאוּ יִשְׂרָאֵל בָּעֵגֶל וּבַמְּרַגְּלִים הִתְפַּלֵּל מֹשֶׁה לְפָנָיו בְּאֶרֶךְ אַפַּיִם, אָמַר לוֹ הַקָּבָּ"ה וַהֲלֹא אָמַרְתָּ לִי לַצַּדִּיקִים? אָמַר לוֹ וַהֲלֹא אָמַרְתָּ לִי אַף לָרְשָׁעִים, יגדל נא כח יהוה לַעֲשׂוֹת דִּבּוּרְךָ (סנהדרין קי"א):
(1) יהוה אֶרֶךְ אַפַּיִם “The Lord is long suffering” towards both the righteous and the wicked. When Moses ascended to Heaven to receive the Law he found the Holy One, blessed be He, engaged in writing: “The Lord is long-suffering”. He asked, “Surely only to the righteous?” The Holy One, blessed be He, answered him, “To the wicked also!” Whereupon Moses said: “The wicked — let them perish!” He (the Lord) replied to him: “I swear by your life that you shall eventually need this thing (the extension of My mercy also to the wicked)”. When the Israelites sinned at the incident of the Golden Calf and at that of the spies, Moses offered prayer before Him, with mention of God’s attribute of ארך אפים (of His being long suffering). The Holy One, blessed be He, then said to him: Did you not say, “Surely only to the righteous!?” Whereupon Moses replied, “But did You not tell me, ‘To the wicked also’?” Let then — Moses added — the strength of My Lord be great [even as Thou didst say] — by fulfilling Thy statement and not mine! (Sanhedrin 111a).
סְלַח נָא לַעֲוֹן הָעָם הַזֶּה, כְּגֹֽדֶל חַסְדֶּֽךָ. וְכַאֲשֶׁר נָשָֽׂאתָה לָעָם הַזֶּה. מִמִּצְרַֽיִם וְעַד הֵֽנָּה. וְשָׁם נֶאֱמַר:
“Please pardon the sins of this nation in accordance with the greatness of Your lovingkindness; and as You forgave this people from when it left Mitzrayim until now.” And there it is said:
סלח נא. אחר שמצאנו שאמר אם יראו את הארץ אחר סלחתי כדברך ידענו כי מלת סלח נא אריכות אף וכן ונסלח לו עד שיעשה תשובה שלימה:
PARDON, I PRAY THEE. Since we find Scripture saying surely they shall not see the land (v. 23) after salachti ke-devarekha (I have pardoned according to thy word) (v. 20), we learn that the term salach (pardon) refers to being slow to anger. Similarly, the meaning of ve-nislach lo (and he shall be forgiven) (Num 15:28) is [the punishment shall be held in abeyance] until he fully repents.

(11) But Moses implored his God יהוה, saying, “Let not Your anger, יהוה, blaze forth against Your people, whom You delivered from the land of Egypt with great power and with a mighty hand. (12) Let not the Egyptians say, ‘It was with evil intent that he delivered them, only to kill them off in the mountains and annihilate them from the face of the earth.’ Turn from Your blazing anger, and renounce the plan to punish Your people. (13) Remember Your servants, Abraham, Isaac, and Israel, how You swore to them by Your Self and said to them: I will make your offspring as numerous as the stars of heaven, and I will give to your offspring this whole land of which I spoke, to possess forever.”

So Moses carved two tablets of stone, like the first, and early in the morning he went up on Mount Sinai, as יהוה had commanded him, taking the two stone tablets with him. יהוה came down in a cloud—and stood with him there, proclaiming the name יהוה. יהוה passed before him and proclaimed: “יהוה ! יהוה ! a God compassionate and gracious, slow to anger, abounding in kindness and faithfulness, extending kindness to the thousandth generation, forgiving iniquity, transgression, and sin—yet not remitting all punishment, but visiting the iniquity of parents upon children and children’s children, upon the third and fourth generations.”

22 (Numb. 14:11) “Then the Lord said unto Moses, ‘How long ('ad-'anah) will this people scorn Me, and how long ('ad-'anah) will they have no faith in Me?’”: The Holy One, blessed be He, said, “I have uttered two cries (of 'ad-'anah) because of you. Your end shall be to cry out in the subjection of the four empires: (Ps. 13:2-3,) ‘How long ('ad-'anah), O Lord, will you forget me forever; how long ('ad'-'anah) will you hide Your face from me? How long ('ad-'anah) shall I take counsel in my soul with grief in my heart [all day]; how long ('ad-'anah) will my enemy be exalted over me?’ I cried out (in Numb. 14:27), ‘How long ('Ad-matay) shall this evil congregation [be murmuring against me]?’ Your end shall be to cry out (in Ps. 6:4), ‘My soul also is greatly dismayed; [and You, O Lord, how long ('ad-matay)]?’” (Numb. 14:12) “I will strike them with pestilence”:
Moses said, “Master of the world, look at the covenant with their ancestors, to whom You swore that You would raise up from them kings, prophets, and priests!” The Holy One, blessed be He, said to him, “But are you not one of their children?” (Ibid., cont.) “Then I will make you into a nation that is greater [and more numerous than they]!’” When Moses saw [how things were], he took a different course (in Numb. 14:13-14): “But Moses said unto the Lord, ‘When the Egyptians hear [what happened]…, they will say unto the inhabitants of this land.’” They will say, “He had no power to sustain them.” He said to him, “But have they not seen the miracles and the mighty deeds which I did for them in Egypt and by the sea?” They will say, “He was able to stand against us, [but] He was not able to stand against thirty one kings. Master of the universe, act on Your behalf. (Numb. 14:17) “So now please let the power of the Lord increase,” and let the principle of mercy overcome the principle of justice. (Ibid., cont.) “As you have promised, saying”: I said to You, “With what principle do You judge Your world,” as stated (in Exod. 33:13) “Please make Your ways known to me.” So you removed (rt.: 'br) [the principle of justice] from me (according to Exod. 34:6), “And the Lord passed by (rt.: 'br) [before] him, and proclaimed.” Fulfill that principle of which You told me; (according to Exod. 34:6) “The Lord, the Lord is of long patience, of great kindness…” (Numb. 14:19) “Please pardon [the sin of this people].” The Holy One, blessed be He, accepted his words and conceded to him, [as stated] (Numb. 14:20), “Then the Lord said, ‘I have pardoned like your words.’” As truly in the future, Egypt will say like your words.
