Tshuva: Returning to God, Returning to the Land of Israel
(כה) וַיֵּלְכ֗וּ וַיַּֽעַבְדוּ֙ אֱלֹהִ֣ים אֲחֵרִ֔ים וַיִּֽשְׁתַּחֲו֖וּ לָהֶ֑ם אֱלֹהִים֙ אֲשֶׁ֣ר לֹֽא־יְדָע֔וּם וְלֹ֥א חָלַ֖ק לָהֶֽם׃
(25) they turned to the service of other gods and worshiped them, gods whom they had not experienced and whom [God] had not allotted to them.
(כו) וַיִּחַר־אַ֥ף יהוה בָּאָ֣רֶץ הַהִ֑וא לְהָבִ֤יא עָלֶ֙יהָ֙ אֶת־כׇּל־הַקְּלָלָ֔ה הַכְּתוּבָ֖ה בַּסֵּ֥פֶר הַזֶּֽה׃(כז) וַיִּתְּשֵׁ֤ם יהוה מֵעַ֣ל אַדְמָתָ֔ם בְּאַ֥ף וּבְחֵמָ֖ה וּבְקֶ֣צֶף גָּד֑וֹל וַיַּשְׁלִכֵ֛ם אֶל־אֶ֥רֶץ אַחֶ֖רֶת כַּיּ֥וֹם הַזֶּֽה׃
(26) So God was incensed at that land and brought upon it all the curses recorded in this book.(27) God uprooted them from their soil in anger, fury, and great wrath, and cast them into another land, as is still the case.”
(א)ויתשם יהוה. כְּתַרְגּוּמוֹ "וְטַלְטְלִינוּן", וְכֵן "הִנְנִי נֹתְשָׁם מֵעַל אַדְמָתָם" (ירמיהו י"ב):
(1) ויתשם יהוה — Understand this as the Targum has it: “and He cast them out”. Similar is, (Jeremiah 12:14) “Behold, I cast them out (נתשם) from their land”.
(א) וְהָיָה֩ כִֽי־יָבֹ֨אוּ עָלֶ֜יךָ כׇּל־הַדְּבָרִ֣ים הָאֵ֗לֶּה הַבְּרָכָה֙ וְהַקְּלָלָ֔ה אֲשֶׁ֥ר נָתַ֖תִּי לְפָנֶ֑יךָ וַהֲשֵׁבֹתָ֙ אֶל־לְבָבֶ֔ךָ בְּכׇ֨ל־הַגּוֹיִ֔ם אֲשֶׁ֧ר הִדִּיחֲךָ֛ יהוה אֱלֹהֶ֖יךָ שָֽׁמָּה׃(ב) וְשַׁבְתָּ֞ עַד־יהוה אֱלֹהֶ֙יךָ֙ וְשָׁמַעְתָּ֣ בְקֹל֔וֹ כְּכֹ֛ל אֲשֶׁר־אָנֹכִ֥י מְצַוְּךָ֖ הַיּ֑וֹם אַתָּ֣ה וּבָנֶ֔יךָ בְּכׇל־לְבָבְךָ֖ וּבְכׇל־נַפְשֶֽׁךָ׃(ג) וְשָׁ֨ב יהוה אֱלֹהֶ֛יךָ אֶת־שְׁבוּתְךָ֖ וְרִחֲמֶ֑ךָ וְשָׁ֗ב וְקִבֶּצְךָ֙ מִכׇּל־הָ֣עַמִּ֔ים אֲשֶׁ֧ר הֱפִֽיצְךָ֛ יהוה אֱלֹהֶ֖יךָ שָֽׁמָּה׃
(1) When all these things befall you—the blessing and the curse that I have set before you—and you take them to heart amidst the various nations to which your God has banished you,(2) and you return to your God , and you and your children heed God’s command with all your heart and soul, just as I enjoin upon you this day,(3) then your God will restore your fortunes and take you back in love. [God] will bring you together again from all the peoples where your God has scattered you.
(ב)בכל הגוים. בעודך בגלות:
(2) בכל הגויים, while you are still in exile.
(א)ושבת עד יהוה אלהיך תהיה תשובתך כדי לעשות רצון קונך כלבד. וזו היא התשובה שאמרו ז"ל (יומא פרק יום הכפורים) שמנעת עד כסא הכבוד:
(1) ושבת עד יהוה אלוהיך, your repentance will have as its exclusive purpose to henceforth carry out only G’d ‘s will to the extent that He has revealed it. Our sages in (Yuma 86) have said of this type of repentance that “it reaches right up to the throne of God’s Majesty.”
(ב)ושמעת בקולו. כאשר כבר כתבנו שהשמיעה בקול יהוה הוא מורה על ההכנה והשתוקקות לקיים מצות יהוה:
(א)ושב יהוה אלהיך את שבותך (שבותך מלשון תשובה) שכשם שתתעורר לשוב אל יהוה לעמת זה ישוב יהוה אליך עד"ה (זכריה א ג) שובו אלי וגו' ואשובה אליכם וגו':

(ג) וְאָמַרְתָּ֣ אֲלֵהֶ֗ם כֹּ֤ה אָמַר֙ יהוה צְבָא֔וֹת שׁ֣וּבוּ אֵלַ֔י נְאֻ֖ם יהוה צְבָא֑וֹת וְאָשׁ֣וּב אֲלֵיכֶ֔ם אָמַ֖ר יהוה צְבָאֽוֹת׃
(3) Say to them further:
Thus said the LORD of Hosts: Turn back to me—says the LORD of Hosts—and I will turn back to you—said the LORD of Hosts.
(ב)ורחמך שיתן אותך לרחמים בלב הגוים ושב וקבצך מכל העמים. אחרי ההרוחה ישוב ויקבצך:
(2)And He will have mercy upon you: That He will give mercy towards you in the heart of the nations. And He will return and gather you from all of the nations: After the rehabilitation, He will return and gather you.
(ג)אשר הפיצך. ירמז שאף שתהיה שם בדרך נפוץ מפוזר מאד, לא היה זה במקרה רק יהוה אלהיך שמה. שהיה במכוון מאת יהוה שתהיו שמה וגם יורה שאף בשביל מעט מבנ"י בכל מדינה יהוה אלהיך שמה שהשכין שכינתו ביניהם:
(ד)בכל לבבך שלא תסתפק בזה:
(4) בכל לבבך, without any reservation.
(א)ושב וקבצך בקבוץ גליות:
(1) ושב וקבצך , during the ingathering of the exiles.
(א)ושב יהוה אלהיך את שבותך. הָיָה לוֹ לִכְתֹּב "וְהֵשִׁיב" אֶת שְׁבוּתְךָ, רַבּוֹתֵינוּ לָמְדוּ מִכָּאן כִּבְיָכוֹל שֶׁהַשְּׁכִינָה שְׁרוּיָה עִם יִשְׂרָאֵל בְּצָרַת גָּלוּתָם, וּכְשֶׁנִּגְאָלִין הִכְתִּיב גְּאֻלָּה לְעַצְמוֹ — שֶׁהוּא יָשׁוּב עִמָּהֶם. וְעוֹד יֵשׁ לוֹמַר שֶׁגָּדוֹל יוֹם קִבּוּץ גָּלֻיּוֹת וּבְקֹשִׁי, כְּאִלּוּ הוּא עַצְמוֹ צָרִיךְ לִהְיוֹת אוֹחֵז בְּיָדָיו מַמָּשׁ אִישׁ אִישׁ מִמְּקוֹמוֹ, כָּעִנְיָן שֶׁנֶּאֱמַר (ישעיהו כ"ז) "וְאַתֶּם תְּלֻקְּטוּ לְאַחַד אֶחָד בְּנֵי יִשְׂרָאֵל", וְאַף בְּגָלֻיּוֹת שְׁאָר הָאֻמּוֹת מָצִינוּ כֵן (ירמיהו מ"ח) "וְשַׁבְתִּי שְׁבוּת מוֹאָב":
(1) ושב יהוה אלהיך את שבותך THEN THE LORD THY GOD WILL TURN THY CAPTIVITY — To express this idea it ought to have written והשיב את שבותך, “then He will bring back thy captivity”. But our Rabbis learned from this that, if one can say so of God, His Divine presence dwells with Israel in all the misery of their exile, so that when they are redeemed (i.e. when He speaks of their being redeemed), He makes Scripture write “Redemption” of Himself (i.e. He makes it state that He will be redeemed) — that He will return with them (Megillah 29a). Furthermore the following may be said in explaining the strange form ושב ... את, — that the day of the gathering of the exiles is so important and is attended with such difficulty that it is as though He (God) Himself must actually seize hold of each individual’s hands dragging him from his place (so that God Himself returns with the exile), as it is said, (Isaiah 27:12) “And ye shall be gathered one by one, O ye children of Israel”. We find the same expression in connection with the gathering of the exiles of other nations also,(Jeremiah 48:47): ושבתי שבות מואב "And I shall bring back the exiles of Moab".
(מז) וְשַׁבְתִּ֧י שְׁבוּת־מוֹאָ֛ב בְּאַחֲרִ֥ית הַיָּמִ֖ים נְאֻם־יהוה עַד־הֵ֖נָּה מִשְׁפַּ֥ט מוֹאָֽב׃ {ס}
(47) But I will restore the fortunes of Moab in the days to come—declares the LORD.
Thus far is the judgment on Moab.
(ד) אִם־יִהְיֶ֥ה נִֽדַּחֲךָ֖ בִּקְצֵ֣ה הַשָּׁמָ֑יִם מִשָּׁ֗ם יְקַבֶּצְךָ֙ יהוה אֱלֹהֶ֔יךָ וּמִשָּׁ֖ם יִקָּחֶֽךָ׃(ה) וֶהֱבִיאֲךָ֞ יהוה אֱלֹהֶ֗יךָ אֶל־הָאָ֛רֶץ אֲשֶׁר־יָרְשׁ֥וּ אֲבֹתֶ֖יךָ וִֽירִשְׁתָּ֑הּ וְהֵיטִֽבְךָ֥ וְהִרְבְּךָ֖ מֵאֲבֹתֶֽיךָ׃
(4) Even if your outcasts are at the ends of the world, from there your God יהוה will gather you, from there [God] will fetch you.(5) And your God יהוה will bring you to the land that your fathers possessed, and you shall possess it; and [God] will make you more prosperous and more numerous than your ancestors.
(ח) וְאַתָּ֣ה תָשׁ֔וּב וְשָׁמַעְתָּ֖ בְּק֣וֹל יהוה וְעָשִׂ֙יתָ֙ אֶת־כׇּל־מִצְוֺתָ֔יו אֲשֶׁ֛ר אָנֹכִ֥י מְצַוְּךָ֖ הַיּֽוֹם׃(ט) וְהוֹתִֽירְךָ֩ יהוה אֱלֹהֶ֜יךָ בְּכֹ֣ל ׀ מַעֲשֵׂ֣ה יָדֶ֗ךָ בִּפְרִ֨י בִטְנְךָ֜ וּבִפְרִ֧י בְהֶמְתְּךָ֛ וּבִפְרִ֥י אַדְמָתְךָ֖ לְטֹבָ֑ה כִּ֣י ׀ יָשׁ֣וּב יהוה לָשׂ֤וּשׂ עָלֶ֙יךָ֙ לְט֔וֹב כַּאֲשֶׁר־שָׂ֖שׂ עַל־אֲבֹתֶֽיךָ׃
(8) You, however, will again heed יהוה and obey all the divine commandments that I enjoin upon you this day.(9) And your God יהוה will grant you abounding prosperity in all your undertakings, in your issue from the womb, the offspring of your cattle, and your produce from the soil. For יהוה will again delight in your well-being as in that of your ancestors,
(י) כִּ֣י תִשְׁמַ֗ע בְּקוֹל֙ יהוה אֱלֹהֶ֔יךָ לִשְׁמֹ֤ר מִצְוֺתָיו֙ וְחֻקֹּתָ֔יו הַכְּתוּבָ֕ה בְּסֵ֥פֶר הַתּוֹרָ֖ה הַזֶּ֑ה כִּ֤י תָשׁוּב֙ אֶל־יהוה אֱלֹהֶ֔יךָ בְּכׇל־לְבָבְךָ֖ וּבְכׇל־נַפְשֶֽׁךָ׃ {ס}
(10) since you will be heeding your God יהוה and keeping the divine commandments and laws that are recorded in this book of the Teaching—once you return to your God יהוה with all your heart and soul.
(א)כי תשוב אל יהוה אלהיך בכל לבבך. שאז יבואו למדרגה גדולה כזו מפני שהתשובה תהיה אל יהוה אלהיך. לא כהתשובה שבראש הפרשה שהיא רק עד יהוה אלהיך:
Verse 10 speaks about the consummation of actual repentance, the final stage of turning to God and not merely focusing in the right direction. In verse 2, the first stage of religious awakening is described, the turning towards God, when a person directs their attention to the right path and is ready to listen.
תַּנְיָא, רַבִּי שִׁמְעוֹן בֶּן יוֹחַי אוֹמֵר: בּוֹא וּרְאֵה כַּמָּה חֲבִיבִין יִשְׂרָאֵל לִפְנֵי הַקָּדוֹשׁ בָּרוּךְ הוּא, שֶׁבְּכָל מָקוֹם שֶׁגָּלוּ — שְׁכִינָה עִמָּהֶן. גָּלוּ לְמִצְרַיִם — שְׁכִינָה עִמָּהֶן, שֶׁנֶּאֱמַר: ״הַנִּגְלֹה נִגְלֵיתִי לְבֵית אָבִיךָ בִּהְיוֹתָם בְּמִצְרַיִם וְגוֹ׳״. גָּלוּ לְבָבֶל — שְׁכִינָה עִמָּהֶן, שֶׁנֶּאֱמַר: ״לְמַעַנְכֶם שֻׁלַּחְתִּי בָבֶלָה״. וְאַף כְּשֶׁהֵן עֲתִידִין לִיגָּאֵל — שְׁכִינָה עִמָּהֶן, שֶׁנֶּאֱמַר: ״וְשָׁב יהוה אֱלֹהֶיךָ אֶת שְׁבוּתְךָ״. ״וְהֵשִׁיב״ לֹא נֶאֱמַר, אֶלָּא ״וְשָׁב״. מְלַמֵּד שֶׁהַקָּדוֹשׁ בָּרוּךְ הוּא שָׁב עִמָּהֶן מִבֵּין הַגָּלִיּוֹת.
§ It is taught in a baraita: Rabbi Shimon ben Yoḥai says: Come and see how beloved the Jewish people are before the Holy One, Blessed be He. As every place they were exiled, the Divine Presence went with them. They were exiled to Egypt, and the Divine Presence went with them, as it is stated: “Did I reveal myself to the house of your father when they were in Egypt?” (I Samuel 2:27). They were exiled to Babylonia, and the Divine Presence went with them, as it is stated: “For your sake I have sent to Babylonia” (Isaiah 43:14). So too, when, in the future, they will be redeemed, the Divine Presence will be with them, as it is stated: “Then the Lord your God will return with your captivity” (Deuteronomy 30:3). It does not state: He will bring back, i.e., He will cause the Jewish people to return, but rather it says: “He will return,” which teaches that the Holy One, Blessed be He, will return together with them from among theexiles.

Rav Kook explains in אורות התשובה, Lights of Repentance:
When people sincerely desire to come back to God, they are held back by numerous hindrances, such as confused thinking, weakness or inability to remedy those matters pertaining to a person and their neighbour.
Admittedly, these hindrances constitute a very serious barrier requiring the complete mastery and conquest of a person’s feelings, in the face of the supreme duty to mend his ways.
Nevertheless, since the desire to repent is so strong, such first glimmerings of Tshuva must be accepted as constituting a purifying and refining factor... This holds good both for the individual and the public as a whole.
The glimmerings of Tshuva do exist in Israel. The arousing of the will of the nation as a whole to return to its homeland, to its essence, spirit and personality contains something of genuine light of repentance.
The situation is clearly pictured for us in the way the Torah expresses itself on the subject: “And you shall return (ad Hashem) towards God”; and then later “If you return (el Hashem) to God.”
The Tshuva referred to is, at the outset, of an inner nature (not immediately perceptible), covered up by many intervening layers-
But no power on earth can prevent the Light from On High from illuminating us…
And ultimately we achieve the Tshuva which brings healing and redemption to the world.

(א) אָבִינוּ שֶׁבַּשָּׁמַיִם,
(ב) צוּר יִשְׂרָאֵל וְגוֹאֲלוֹ,
(ג) בָּרֵךְ אֶת מְדִינַת יִשְׂרָאֵל,
(ד) רֵאשִׁית צְמִיחַת גְּאֻלָּתֵנוּ.
(ה) הָגֵן עָלֶיהָ בְּאֶבְרַת חַסְדֶּךָ,
(ו) וּפְרֹשׂ עָלֶיהָ סֻכַּת שְׁלוֹמֶךָ,
(ז) וּשְׁלַח אוֹרְךָ וַאֲמִתְּךָ לְרָאשֶׁיהָ, שָׂרֶיהָ וְיוֹעֲצֶיהָ,
(ח) וְתַקְּנֵם בְּעֵצָה טוֹבָה מִלְּפָנֶיךָ.
(ט) חַזֵּק אֶת יְדֵי מְגִנֵּי אֶרֶץ קׇדְשֵׁנוּ,
(י) וְהַנְחִילֵם אֱלֹהֵינוּ יְשׁוּעָה
(יא) וַעֲטֶרֶת נִצָּחוֹן תְּעַטְּרֵם,
(יב) וְנָתַתָּ שָׁלוֹם בָּאָרֶץ,
(יג) וְשִׂמְחַת עוֹלָם לְיוֹשְׁבֶיהָ.
(יד) וְאֶת אַחֵינוּ כָּל בֵּית יִשְׂרָאֵל,
(טו) פְּקׇד נָא בְּכָל אַרְצוֹת פְּזוּרֵיהֶם,

(לא) עַל כׇּל יוֹשְׁבֵי תֵּבֵל אַרְצֶךָ,
(לב) וְיֹאמַר כֹּל אֲשֶׁר נְשָׁמָה בְּאַפּוֹ:
(לג) "יהוה אֱלֹהֵי יִשְׂרָאֵל מֶלֶךְ,
(לד) וּמַלְכוּתוֹ בַּכֹּל מָשָׁלָה!"
(לה) אָמֵן סֶלָה.

(4) The start of flowering of Redemption
(5) Shield it with Your love
(6) Spread over it the shelter of Your peace
(7) Guide it's leaders and advisors with Your light and Your truth.
(8) Establish for them Your good counsel.
(9) Strengthen the hands of the defenders of our Holy Land
(10) Cause them to inherit, our God, deliverance
(11) Place the crown of victory upon them
(12) Give the land peace
(13) And everlasting joy to its inhabitants
(14) And visit all our Brethren of the house of Israel,
(15) in all the lands where they are scattered,
(16) and bring them rapidly to Zion, Your city
(17) and to Jerusalem, where Your name lives,
(18) as it says in the Torah of Moses, Your servant:
(19) Even if your dwelling is at the end of the sky,
(20) G-d will congregate you from there,
(21) and bring you from there, and will bring you toward the land that Your forefathers inherited and you will inherit it
(22) and G-d shall benefit you and multiply your numbers greater than your forefathers. (Deut. 30)
(23) Then the LORD your God will open up your heart and the hearts of your offspring
(24) to love the LORD your God with all your heart and soul,
(25) in order that you may live.
(26) Unify our hearts to love and worship Your name
(27) and to keep all that is in Your Torah,
(28) and send us the son of David, the Messiah of Your justice,
(29) to redeem those who wait for Your salvation.
(30) Appear with the glory and the pride of Your strength,
(31) in front of all the inhabitants of the Universe,
(32) and all those who have breath will say:
(33) The G-d of Israel is the King,
(34) and He reigns over everything.
(35) Amen, forever.
(טז) וַיְהִ֥י דְבַר־יהוה אֵלַ֥י לֵאמֹֽר׃(יז) בֶּן־אָדָ֗ם בֵּ֤ית יִשְׂרָאֵל֙ יֹשְׁבִ֣ים עַל־אַדְמָתָ֔ם וַיְטַמְּא֣וּ אוֹתָ֔הּ בְּדַרְכָּ֖ם וּבַעֲלִֽילוֹתָ֑ם כְּטֻמְאַת֙ הַנִּדָּ֔ה הָיְתָ֥ה דַרְכָּ֖ם לְפָנָֽי׃(יח) וָאֶשְׁפֹּ֤ךְ חֲמָתִי֙ עֲלֵיהֶ֔ם עַל־הַדָּ֖ם אֲשֶׁר־שָׁפְכ֣וּ עַל־הָאָ֑רֶץ וּבְגִלּוּלֵיהֶ֖ם טִמְּאֽוּהָ׃

(16) The word of GOD came to me:(17) O mortal, when the House of Israel dwelt on their own soil, they defiled it with their ways and their deeds; their ways were in My sight like the impurity of a menstruous woman. (18) So I poured out My wrath on them for the blood that they shed upon their land, and for the fetishes with which they defiled it.
(יט) וָאָפִ֤יץ אֹתָם֙ בַּגּוֹיִ֔ם וַיִּזָּר֖וּ בָּאֲרָצ֑וֹת כְּדַרְכָּ֥ם וְכַעֲלִילוֹתָ֖ם שְׁפַטְתִּֽים׃(כ) וַיָּב֗וֹא אֶל־הַגּוֹיִם֙ אֲשֶׁר־בָּ֣אוּ שָׁ֔ם וַֽיְחַלְּל֖וּ אֶת־שֵׁ֣ם קׇדְשִׁ֑י בֶּאֱמֹ֤ר לָהֶם֙ עַם־יהוה אֵ֔לֶּה וּמֵאַרְצ֖וֹ יָצָֽאוּ׃
(19) I scattered them among the nations, and they were dispersed through the countries: I punished them in accordance with their ways and their deeds. (20) But when they came to those nations,ethose nations Lit. “the nations they came to there.” they caused My holy name to be profaned,fcaused My holy name to be profaned I.e., the exile of Israel was taken by the nations to be evidence of GOD’s weakness. in that it was said of them, “These are GOD’s people, yet they had to leave theirgtheir Heb. “[God’s].” land.”
(כא) וָאֶחְמֹ֖ל עַל־שֵׁ֣ם קׇדְשִׁ֑י אֲשֶׁ֤ר חִלְּלֻ֙הוּ֙ בֵּ֣ית יִשְׂרָאֵ֔ל בַּגּוֹיִ֖ם אֲשֶׁר־בָּ֥אוּ שָֽׁמָּה׃ {פ}
(כב) לָכֵ֞ן אֱמֹ֣ר לְבֵֽית־יִשְׂרָאֵ֗ל כֹּ֤ה אָמַר֙ אדני יהוה לֹ֧א לְמַעַנְכֶ֛ם אֲנִ֥י עֹשֶׂ֖ה בֵּ֣ית יִשְׂרָאֵ֑ל כִּ֤י אִם־לְשֵׁם־קׇדְשִׁי֙ אֲשֶׁ֣ר חִלַּלְתֶּ֔ם בַּגּוֹיִ֖ם אֲשֶׁר־בָּ֥אתֶם שָֽׁם׃
(21) Therefore I am concerned for My holy name, which the House of Israel have caused to be profaned among the nations to which they have come.(22) Say to the House of Israel: Thus said the Sovereign GOD: Not for your sake will I act, O House of Israel, but for My holy name, which you have caused to be profaned among the nations to which you have come.
(כג) וְקִדַּשְׁתִּ֞י אֶת־שְׁמִ֣י הַגָּד֗וֹל הַֽמְחֻלָּל֙ בַּגּוֹיִ֔ם אֲשֶׁ֥ר חִלַּלְתֶּ֖ם בְּתוֹכָ֑ם וְיָדְע֨וּ הַגּוֹיִ֜ם כִּֽי־אֲנִ֣י יהוה נְאֻם֙ אדני יהוה בְּהִקָּדְשִׁ֥י בָכֶ֖ם לְעֵינֵיהֶֽם׃(כד) וְלָקַחְתִּ֤י אֶתְכֶם֙ מִן־הַגּוֹיִ֔ם וְקִבַּצְתִּ֥י אֶתְכֶ֖ם מִכׇּל־הָאֲרָצ֑וֹת וְהֵבֵאתִ֥י אֶתְכֶ֖ם אֶל־אַדְמַתְכֶֽם׃(כה) וְזָרַקְתִּ֧י עֲלֵיכֶ֛ם מַ֥יִם טְהוֹרִ֖ים וּטְהַרְתֶּ֑ם מִכֹּ֧ל טֻמְאוֹתֵיכֶ֛ם וּמִכׇּל־גִּלּ֥וּלֵיכֶ֖ם אֲטַהֵ֥ר אֶתְכֶֽם׃
(23) I will sanctify My great name that has been profaned among the nations—among whom you have caused it to be profaned. And the nations shall know that I am GOD—declares the Sovereign GOD—when I manifest My holiness before their eyes through you.(24) I will take you from among the nations and gather you from all the countries, and I will bring you back to your own land. (25) I will sprinkle pure water upon you, and you shall be purified: I will purify you from all your defilement and from all your fetishes.
(כו) וְנָתַתִּ֤י לָכֶם֙ לֵ֣ב חָדָ֔שׁ וְר֥וּחַ חֲדָשָׁ֖ה אֶתֵּ֣ן בְּקִרְבְּכֶ֑ם וַהֲסִ֨רֹתִ֜י אֶת־לֵ֤ב הָאֶ֙בֶן֙ מִבְּשַׂרְכֶ֔ם וְנָתַתִּ֥י לָכֶ֖ם לֵ֥ב בָּשָֽׂר׃(כז) וְאֶת־רוּחִ֖י אֶתֵּ֣ן בְּקִרְבְּכֶ֑ם וְעָשִׂ֗יתִי אֵ֤ת אֲשֶׁר־בְּחֻקַּי֙ תֵּלֵ֔כוּ וּמִשְׁפָּטַ֥י תִּשְׁמְר֖וּ וַעֲשִׂיתֶֽם׃
(26) And I will give you a new heart and put a new spirit into you: I will remove the heart of stone from your body and give you a heart of flesh;(27) and I will put My spirit into you. Thus I will cause you to follow My laws and faithfully to observe My rules.
(כח) וִישַׁבְתֶּ֣ם בָּאָ֔רֶץ אֲשֶׁ֥ר נָתַ֖תִּי לַאֲבֹֽתֵיכֶ֑ם וִהְיִ֤יתֶם לִי֙ לְעָ֔ם וְאָ֣נֹכִ֔י אֶהְיֶ֥ה לָכֶ֖ם לֵאלֹהִֽים׃(כט) וְהוֹשַׁעְתִּ֣י אֶתְכֶ֔ם מִכֹּ֖ל טֻמְאֽוֹתֵיכֶ֑ם וְקָרָ֤אתִי אֶל־הַדָּגָן֙ וְהִרְבֵּיתִ֣י אֹת֔וֹ וְלֹא־אֶתֵּ֥ן עֲלֵיכֶ֖ם רָעָֽב׃(ל) וְהִרְבֵּיתִי֙ אֶת־פְּרִ֣י הָעֵ֔ץ וּתְנוּבַ֖ת הַשָּׂדֶ֑ה לְמַ֗עַן אֲ֠שֶׁ֠ר לֹ֣א תִקְח֥וּ ע֛וֹד חֶרְפַּ֥ת רָעָ֖ב בַּגּוֹיִֽם׃
(28) Then you shall dwell in the land which I gave to your fathers, and you shall be My people and I will be your God.(29) And when I have delivered you from all your uncleanness, I will summon the grain and make it abundant, and I will not bring famine upon you.(30) I will make the fruit of your trees and the crops of your fields abundant, so that you shall never again be humiliated before the nations because of famine.
(לא) וּזְכַרְתֶּם֙ אֶת־דַּרְכֵיכֶ֣ם הָרָעִ֔ים וּמַעַלְלֵיכֶ֖ם אֲשֶׁ֣ר לֹֽא־טוֹבִ֑ים וּנְקֹֽטֹתֶם֙ בִּפְנֵיכֶ֔ם עַ֚ל עֲוֺנֹ֣תֵיכֶ֔ם וְעַ֖ל תּוֹעֲבוֹתֵיכֶֽם׃(לב) לֹ֧א לְמַעַנְכֶ֣ם אֲנִֽי־עֹשֶׂ֗ה נְאֻם֙ אדני יהוה יִוָּדַ֖ע לָכֶ֑ם בּ֧וֹשׁוּ וְהִכָּֽלְמ֛וּ מִדַּרְכֵיכֶ֖ם בֵּ֥ית יִשְׂרָאֵֽל׃ {ס}
(31) Then you shall recall your evil ways and your base conduct, and you shall loathe yourselves for your iniquities and your abhorrent practices. (32) Not for your sake will I act—declares the Sovereign GOD—take good note! Be ashamed and humiliated because of your ways, O House of Israel!
(לג) כֹּ֤ה אָמַר֙ אדני יהוה בְּיוֹם֙ טַהֲרִ֣י אֶתְכֶ֔ם מִכֹּ֖ל עֲוֺנֽוֹתֵיכֶ֑ם וְהֽוֹשַׁבְתִּי֙ אֶת־הֶ֣עָרִ֔ים וְנִבְנ֖וּ הֶחֳרָבֽוֹת׃(לד) וְהָאָ֥רֶץ הַנְּשַׁמָּ֖ה תֵּעָבֵ֑ד תַּ֚חַת אֲשֶׁ֣ר הָיְתָ֣ה שְׁמָמָ֔ה לְעֵינֵ֖י כׇּל־עוֹבֵֽר׃(לה) וְאָמְר֗וּ הָאָ֤רֶץ הַלֵּ֙זוּ֙ הַנְּשַׁמָּ֔ה הָיְתָ֖ה כְּגַן־עֵ֑דֶן וְהֶעָרִ֧ים הֶחֳרֵב֛וֹת וְהַֽנְשַׁמּ֥וֹת וְהַנֶּהֱרָס֖וֹת בְּצוּר֥וֹת יָשָֽׁבוּ׃
(33) Thus said the Lord GOD: When I have cleansed you of all your iniquities, I will people your settlements, and the ruined places shall be rebuilt;(34) and the desolate land, after lying waste in the sight of every passerby, shall again be tilled.(35) And men shall say, “That land, once desolate, has become like the garden of Eden; and the cities, once ruined, desolate, and ravaged, are now populated and fortified.”
(לו) וְיָדְע֣וּ הַגּוֹיִ֗ם אֲשֶׁ֣ר יִֽשָּׁאֲרוּ֮ סְבִיבֽוֹתֵיכֶם֒ כִּ֣י ׀ אֲנִ֣י יהוה בָּנִ֙יתִי֙ הַנֶּ֣הֱרָס֔וֹת נָטַ֖עְתִּי הַנְּשַׁמָּ֑ה אֲנִ֥י יהוה דִּבַּ֥רְתִּי וְעָשִֽׂיתִי׃ {ס}(לז) כֹּ֤ה אָמַר֙ אדני יהוה ע֗וֹד זֹ֛את אִדָּרֵ֥שׁ לְבֵֽית־יִשְׂרָאֵ֖ל לַעֲשׂ֣וֹת לָהֶ֑ם אַרְבֶּ֥ה אֹתָ֛ם כַּצֹּ֖אן אָדָֽם׃(לח) כְּצֹ֣אן קׇדָשִׁ֗ים כְּצֹ֤אן יְרוּשָׁלַ֙͏ִם֙ בְּמ֣וֹעֲדֶ֔יהָ כֵּ֤ן תִּֽהְיֶ֙ינָה֙ הֶעָרִ֣ים הֶחֳרֵב֔וֹת מְלֵא֖וֹת צֹ֣אן אָדָ֑ם וְיָדְע֖וּ כִּֽי־אֲנִ֥י יהוה׃ {פ}
(36) And the nations that are left around you shall know that I the LORD have rebuilt the ravaged places and replanted the desolate land. I the LORD have spoken and will act.(37) Thus said the Lord GOD: Moreover, in this I will respond to the House of Israel and act for their sake: I will multiply their people like sheep.(38) As Jerusalem is filled with sacrificial sheep during her festivals, so shall the ruined cities be filled with flocks of people. And they shall know that I am the LORD.
אָמַר רַבִּי יוֹנָתָן: גְּדוֹלָה תְּשׁוּבָה (שֶׁמְּקָרֶבֶת) אֶת הַגְּאוּלָּה, שֶׁנֶּאֱמַר: ״וּבָא לְצִיּוֹן גּוֹאֵל וּלְשָׁבֵי פֶשַׁע בְּיַעֲקֹב״, מָה טַעַם ״וּבָא לְצִיּוֹן גּוֹאֵל״ — מִשּׁוּם דְּ״שָׁבֵי פֶשַׁע בְּיַעֲקֹב״.
Rabbi Yonatan said: Great is repentance, which hastens the redemption, as it is stated: “And a redeemer will come to Zion, and to those who repent from transgression in Jacob” (Isaiah 59:20). What is the reason that a redeemer will come to Zion? It is because there are those who repent from transgression in Jacob.

(כ) וּבָ֤א לְצִיּוֹן֙ גּוֹאֵ֔ל וּלְשָׁבֵ֥י פֶ֖שַׁע בְּיַֽעֲקֹ֑ב נְאֻ֖ם יהוה׃
(20) He shall come as redeemer to Zion,
To those in Jacob who turn back from sin
—declares the LORD.
(א)הֲשִׁיבֵֽנוּ אָבִֽינוּ לְתוֹרָתֶֽךָ וְקָרְ֒בֵֽנוּ מַלְכֵּֽנוּ לַעֲבוֹדָתֶֽךָ וְהַחֲזִירֵֽנוּ בִּתְשׁוּבָה שְׁלֵמָה לְפָנֶֽיךָ: בָּרוּךְ אַתָּה יהוה הָרוֹצֶה בִּתְשׁוּבָה:
(1) Cause us to return, our Father, to Your Torah and bring us near, our King, to Your service; and bring us back in whole-hearted repentance before You Blessed are You, Adonoy, Who desires penitence.
(א)סְלַח לָֽנוּ אָבִֽינוּ כִּי חָטָֽאנוּ מְחַל לָֽנוּ מַלְכֵּֽנוּ כִּי פָשָֽׁעְנוּ כִּי מוֹחֵל וְסוֹלֵֽחַ אָֽתָּה: בָּרוּךְ אַתָּה יהוה חַנּוּן הַמַּרְבֶּה לִסְלֽוֹחַ:
(1) Pardon us, our Father, for we have sinned, forgive us, our King, for we have transgressed; for You forgive and pardon. Blessed are You, Adonoy, Gracious One, Who pardons abundantly.
(א)רְאֵה בְעָנְיֵֽנוּ וְרִיבָה רִיבֵֽנוּ וּגְאָלֵֽנוּ מְהֵרָה לְמַֽעַן שְׁמֶֽךָ כִּי גּוֹאֵל חָזָק אָֽתָּה: בָּרוּךְ אַתָּה יהוה גּוֹאֵל יִשְׂרָאֵל:
(1) Look upon our affliction, and defend our cause: and redeem us speedily for the sake of Your Name; because You are a Mighty Redeemer. Blessed are You, Adonoy, Redeemer of Israel.
(א)תְּקַע בְּשׁוֹפָר גָּדוֹל לְחֵרוּתֵֽנוּ וְשָׂא נֵס לְקַבֵּץ גָּלֻיּוֹתֵֽינוּ וְקַבְּ֒צֵֽנוּ יַֽחַד מֵאַרְבַּע כַּנְפוֹת הָאָֽרֶץ: בָּרוּךְ אַתָּה יהוה מְקַבֵּץ נִדְחֵי עַמּוֹ יִשְׂרָאֵל:
(1) Sound the great shofar for our liberty, and raise a banner to gather our exiles, and gather us together from the four corners of the earth. Blessed are You, Adonoy, Gatherer of the dispersed of His people Israel.
(סג)תְּקַע בְּשׁוֹפָר גָּדוֹל לְחֵרוּתֵֽנוּ וְשָׂא נֵס לְקַבֵּץ גָּלֻיּוֹתֵֽינוּ וְקַבְּ֒צֵֽנוּ יַֽחַד מְהֵרָה מֵאַרְבַּע כַּנְפוֹת הָאָֽרֶץ לְאַרְצֵֽנוּ: בָּרוּךְ אַתָּה יהוה מְקַבֵּץ נִדְחֵי עַמּוֹ יִשְׂרָאֵל:

(ג) בעשי"ת יסיים: הַמֶּֽלֶךְ הַמִּשְׁפָּט:
(1) Restore our judges32We pray for the restoration of God’s reign of justice, as the prophet said, “And I will restore your judges as in former times, and your advisors as the beginning; afterward you (Jerusalem) will be called the city of righteousness, faithful city” (Isaiah 1:26). This will be manifested with the restoration of the Sanhedrin and their system of halachic justice. as before and our counselors as at first. Remove sorrow and sighing from us,33Few evils are the source of deeper grief and suffering than the absence of justice. With the restoration of justice, our sorrow and sighing will change to joy and gladness.—Avudraham and reign over us You, Adonoy, alone with kindness and compassion; and make us righteous with justice,
(2) Blessed are You, Adonoy, King, Lover of righteousness and justice.
(3)During the Ten Days of Penitence: Blessed are You, Adonoy, the King of Justice.
(א)וְלִירוּשָׁלַֽיִם עִירְ֒ךָ בְּרַחֲמִים תָּשׁוּב וְתִשְׁכּוֹן בְּתוֹכָהּ כַּאֲשֶׁר דִּבַּֽרְתָּ וּבְנֵה אוֹתָהּ בְּקָרוֹב בְּיָמֵֽינוּ בִּנְיַן עוֹלָם וְכִסֵּא דָוִד מְהֵרָה לְתוֹכָהּ תָּכִין: בָּרוּךְ אַתָּה יהוה בּוֹנֵה יְרוּשָׁלָֽיִם:
(1) And return in mercy to Jerusalem,40The “pride of the righteous will be exalted” in the restored city of Jerusalem. Hence in this blessing we plead for the reconstruction of Jerusalem, as it is stated, “Pray for the peace of Jerusalem; may they who love You have peace” (Psalms 122:6)—Maseches Megillah 17b Your city, and dwell therein as You have spoken; and rebuild it soon, in our days, as an everlasting structure, and may You speedily establish the throne of David therein. Blessed are You, Adonoy, Builder of Jerusalem.

(א)אֶת־צֶֽמַח דָּוִד עַבְדְּ֒ךָ מְהֵרָה תַצְמִֽיחַ וְקַרְנוֹ תָּרוּם בִּישׁוּעָתֶֽךָ כִּי לִישׁוּעָתְ֒ךָ קִוִּֽינוּ כָּל הַיּוֹם: בָּרוּךְ אַתָּה יהוה מַצְמִֽיחַ קֶֽרֶן יְשׁוּעָה:
(1) Speedily cause the sprout of David,41The prayer for the Messiah, descendant of David, follows the prayer for Jerusalem, following the sequence of Hosea’s prophecy (3:5), “Afterward, the Children of Israel will return to Jerusalem and seek Adonoy their God, and David their King “—Masechcas Megillah 18a Your servant, to flourish and exalt his power with Your deliverance. We hope all day for Your deliverance. Blessed are You, Adonoy, Who causes the power of salvation to sprout.
