Duality of Sukkot
A perspective on Sukkot from the Vilna Gaon, and Rav Yitzchak Hutner's interpretation.

(33) GOD spoke to Moses, saying: (34) Say to the Israelite people:
On the fifteenth day of this seventh month there shall be the Feast of Booths to GOD, [to last] seven days. (35) The first day shall be a sacred occasion: you shall not work at your occupations; (36) seven days you shall bring offerings by fire to GOD. On the eighth day you shall observe a sacred occasion and bring an offering by fire to GOD; it is a solemn gathering: you shall not work at your occupations. (37) Those are the set times of GOD that you shall celebrate as sacred occasions, bringing offerings by fire to GOD—burnt offerings, grain offerings, sacrifices, and libations, on each day what is proper to it— (38) apart from the sabbaths of GOD, and apart from your gifts and from all your votive offerings and from all your freewill offerings that you give to GOD. (39) Mark, on the fifteenth day of the seventh month, when you have gathered in the yield of your land, you shall observe the festival of GOD [to last] seven days: a complete rest on the first day, and a complete rest on the eighth day. (40) On the first day you shall take the product of hadar trees, branches of palm trees, boughs of leafy trees, and willows of the brook, and you shall rejoice before the ETERNAL your God seven days. (41) You shall observe it as a festival of GOD for seven days in the year; you shall observe it in the seventh month as a law for all time, throughout the ages. (42)You shall live in booths seven days; all citizens in Israel shall live in booths, (43) in order that future generations may know that I made the Israelite people live in booths when I brought them out of the land of Egypt—I the ETERNAL your God.

Out of the five times Sukkot is mentioned, this is probably the most formal expansion as to the specific Commandments of Sukkot, being the actual Sukkah. An enclosure with a reed roof to serve as your primary dwelling for the duration of the holiday (Shulchan Aruch, Orach Chayim 639:1). But why? What does the Sukkah represent?
We were already given clues, but it's supposed to commemorate our time in the desert being protected and provided by the divine. In fact the Gemara teaches the exact meaning behind the Talmud Bavli:

The Gemara asks: This works out well according to the one who said that the sukkot mentioned in the verse: “I made the children of Israel to reside in sukkot” (Leviticus 23:43), were clouds of glory, as it is reasonable that the roofing of the sukka is modeled after clouds. However, according to the one who said that the children of Israel established for themselves actual sukkot in the desert, and the sukkot of today commemorate those, what can be said? According to that opinion, there is no connection between a sukka and a cloud. As it is taught in a baraita that the verse states: “I made the children of Israel to reside in sukkot”; these booths were clouds of glory, this is the statement of Rabbi Eliezer. Rabbi Akiva says: They established for themselves actual sukkot. This works out well according to Rabbi Eliezer; however, according to Rabbi Akiva what can be said?

Okay the Sukkah is a symbol for the "Cloud's of Glory", but here arises a question famously known. Why do we celebrate Sukkot in Tishrei when the Cloud's of Glory came on the Jewish People around the event of Exodus, which happened on Nissan?
The first answer, and the most famously known answer is by the Tur:

(1) “For a seven day period you shall live in booths...in order that your [ensuing] generations should know that I had the children of Israel live in booths when I took them out of the land of Egypt. I am the Lord, your God.” The verse links the commandment of building a Sukkah with the exodus from Egypt. Likewise, many other commandments are linked to the exodus since it was an event which we saw with our eyes and heard with our ears and no man can deny. The Exodus instructs us regarding the truth of the reality of the Creator, may He be uplifted: that He created everything according to His will, and He has the power and the rule and the ability, in the upper spheres and the lower spheres, to do His will. There is no being which can impose his will on Him, as He demonstrated with us when He took us out from the Land of Egypt with signs and wonders. And the Sukkot, of which verse states He caused us to dwell in, were the Clouds of Glory which surrounded them lest they be struck by heat or the sun. And as a demonstration of these occurrences, He commanded us to make Sukkot in order that we remember His wonders and awesome deeds. Now even though we left Egypt in the month of Nissan, He did not command us to make a Sukkah in that time of year since it is in the summer, and it is common for people to make huts for shade. Thus, it would not be apparent that we made the Sukkah in fulfillment of the mitzvah of our Creator, may He be blessed. Therefore, He commanded us to make Sukkot in the seventh month (Tishrei) which is in the rainy season and when it is customary for people to leave their summer huts and return inside their homes. However, we leave our homes and dwell in our Sukkot. Through this action, we show that our dwelling in the Sukkah is in fulfillment of our King’s command…

Essentially the reason we have the festival in Tishrei is to bring contrast between us and what is the norm, so that we may be able to the commandment for the sake of the commandment and not because everyone else is doing it.
But alot less known answer is given by the Vilna Gaon:
-[Quick note I do apologies, Sefaria does not have the full collection so I had to outsource it]- link

He seems to suggest that the reason we celebrate Sukkot on Tishrei is because that is when the Cloud's of glory returned, when the Mishkahn's construction resumed. Because during the sin of the golden calf the Cloud's of glory went away, and came back when the construction resummed on the 15th of Tishrei.
Now those of you who will ask, how can you build the Mishkahn on Yom Tov, surely there is a prohibition to build? The simple answer is, that the prohibitions only came into effect in the completion of the Mishkahn for Yom Tov's. As seen in HaRivash;

...And still there was no Prohibitions on the Festivals until the completion of the Mishkahn...

Those of you who have a good nack of Calendar's will notice a different question. It always happens that the first day of Sukkos (15th Tishrei), the actual day is two after the first day of Pessach (15th of Nissan). An example being if Pessach first day is on a Monday, first day of Sukkot will be on a Wednesday. But with the 15th of Nissan of Exodus that was a Thursday;

Come and hear an additional proof with regard to the day of the revelation at Sinai from what was taught in a baraita: In the month of Nisan during which the Jewish people left Egypt, on the fourteenth, they slaughtered their Paschal lambs; on the fifteenth, they left Egypt; and in the evening, the firstborn were stricken. The Gemara asks: Does it enter your mind to say that they were stricken in the evening? Was the Plague of the Firstborn after the Jews left Egypt? Rather, say that the evening before, the firstborn were stricken. And that day was the fifth day of the week. From the fact that the fifteenth of Nisan was a Thursday, the New Moon of Iyyar was Shabbat, as Nisan is typically thirty days long. And the New Moon of Sivan was on the first day of the week, as Iyyar is typically twenty-nine days long. This is difficult according to the opinion of the Rabbis, who hold that the New Moon of Sivan that year was on Monday.

That would mean that the 15th Tishrei fell on a Shabbat, so how could they build the Mishkahn then?
Again less of a inspiring answer than it's practical nature, but the answer is Ellul was counted to have 30 days, (it was supposed to have 29, but since they used witnesses that made an Error, forcing the Beis Din to ass a day into the month as a one off exception). Thus everything was shifted by a day, meaning the 15th Tishrei fell on a Sunday. This is shown when the Vilnah Gaon himself says;

... He ascended on the 29th, which was a Friday, so it turns out that the 9th of Tishrei was on a Monday ...

So if the 9th of Tishrei is a Monday, then the 15th would be a Sunday, meaning the issue is Resolved.

Okay, that's great and all, but why is this important?

Well we always knew there was something different about Sukkot. On all other main offerings (since Sukkot is part of the Three Main Festivals), 7 lamb offerings are brought to the Altar;

(19) You shall present an offering by fire, a burnt offering, to GOD: two bulls of the herd, one ram, and seven yearling lambs—see that they are without blemish.

(27) You shall present a burnt offering of pleasing odor to GOD: two bulls of the herd, one ram, seven yearling lambs.

But for Sukkot it's 14 lambs;

(13) You shall present a burnt offering, an offering by fire of pleasing odor to GOD: Thirteen bulls of the herd, two rams, fourteen yearling lambs; they shall be without blemish.

Clearly demonstrating a dual aspect to the holiday. Says Rav Hutner Zt'l [פּחד יצחק יוה״ך מאמר ח, אות א], Sukkot is both part of the Seder HaTeshuvas (Rosh Hashanah, Yom Kippur and Sukkot) and Seder Hashalosh Ragalim (Sukkot, Passover and Shavuot). Hence why there is double offerings, for both aspects.
In other word's instead of looking at Sukkot as another holiday that has no relevance to the Yom Kippur five days earlier, one could look at Sukkot as the Festival of the Manifestation of Repentance, just like our ancestors in the desert who committed one of the greatest sins of our history, the golden calf. Yet were worthy of receiving back the Cloud's of glory on the 15th Tishrei.
Sukkot teaches us that the repentance is not imaginary, but tangible to every person on a personal level, and to every community on a national level. The time of sincerity, worship and begging for forgiveness is but a preparation for Sukkot. For on Sukkot your repentance manifests into the Holiday of happiness, joy and gratitude.
Wishing all a great Sukkot, of Simchah in the face of Rachamim.
Chag Sameach.
