Torah--for all Israel
We often sing Torah tzivah lanu Moshe when we raise the Torah each week. The second half of the same verse explains and deepens its meaning (and continues the song): morasha kehillat Yaakov.
Often, we sing the first half of this verse during the Torah service. However, the second half of the same verse teaches us even more about the nature of the Torah and about ourselves, the people Israel.

(4)When Moses charged us with the Teaching

As the heritage of the congregation of Jacob.

For each of the following sources, ask yourselves:
1. what does this interpretation add to what we know?
2. what do you find most compelling about the interpretation?
3. what question(s) would you ask the interpreter if you could?
4. Note for yourself how different genres of Jewish literature relate to the original Torah verse.
Classic Midrash, Tanchuma (c. 6th-8th C.)

(Deut. 33:4) "When Moses charged us with the Teaching, As the heritage of the congregation of Jacob." It is a heritage for all the congregations of Jacob, for whoever engages in it for its own sake is worthy of the inheritance of Jacob, as stated (in Is. 58:14): THEN YOU SHALL TAKE DELIGHT IN THE HOLY ONE…, AND I WILL FEED YOU THE INHERITANCE OF YOUR FATHER JACOB.

תורה THE LAW which צוה לנו משה MOSES COMMANDED US, מורשה is AN INHERITANCE to THE CONGREGATION OF JACOB: we have taken it and we will not abandon it.

MOSES COMMANDED US A LAW. The meaning thereof is that Israel will always “take” [receive His words] and say “Moses commanded us a Law and this will be an inheritance of the congregation of Jacob, for all the children of Jacob shall possess it forever and observe it, for it shall not be forgotten out of the mouths of their seed.” And our Rabbis interpreted that he did not say “an inheritance of the house of Jacob” or “the seed of Jacob” — he stated of the congregation of Jacob in order to suggest that many [strangers] would join them and the Torah will always be an inheritance of Jacob and of all who congregate to him, these being the strangers that join themselves to the Eternal, to minister unto Him, and they shall cleave to the house of Jacob, and they will all be called “His congregation.”

תורה צוה לנו משה וגו, this verse appears in a truncated mode and should by rights read: תורה צוה לנו משה להיותה מורשה לנו קהלת יעקב, ”Moses commanded us this Torah in order for it to become a heritage to the congregation of Yaakov.”

Vilna Gaon/R' Eliyahu ben Shlomo Zalman, 18th C. Lithuania/Polish-Lithuanian Commonwealth

The heritage of the congregation of Yaakov. Like a heritage, which one receives without personal effort. Similarly, the merit of the Torah in which the Torah scholars toil, is a heritage to the congregation of Yaakov, who are the masses of the Jewish people. For the true in depth study is impossible unless one is without any financial worries, and in this way those who support it receive their reward.

Halacha: Rambam/Rabbi Moses ben Maimon, 12th C. Spain & Egypt

Three crowns were conferred upon Israel: the crown of Torah, the crown of priesthood, and the crown of royalty. Aaron merited the crown of priesthood, as [Numbers 25:13] states: "And it will be an eternal covenant of priesthood for him and his descendants after him."
David merited the crown of royalty, as [Psalms 89:37] states: "His seed will continue forever, and his throne will be as the sun before Me."
The crown of Torah is set aside, waiting, and ready for each Jew, as [implied by Deuteronomy 33:4]: "The Torah which Moses commanded us is the inheritance of the congregation of Jacob." Whoever desires may come and take it.
Lest you say that the other crowns surpass the crown of Torah, [Proverbs 8:15-16] states: "By me, kings reign, princes decree justice, and nobles rule." Thus, you have learned that the crown of Torah is greater than the other two.
