(א) וַיְהִ֖י אַחֲרֵ֣י הַמַּגֵּפָ֑ה {פ}
וַיֹּ֤אמֶר יְהֹוָה֙ אֶל־מֹשֶׁ֔ה וְאֶ֧ל אֶלְעָזָ֛ר בֶּן־אַהֲרֹ֥ן הַכֹּהֵ֖ן לֵאמֹֽר׃ (ב) שְׂא֞וּ אֶת־רֹ֣אשׁ ׀ כׇּל־עֲדַ֣ת בְּנֵי־יִשְׂרָאֵ֗ל מִבֶּ֨ן עֶשְׂרִ֥ים שָׁנָ֛ה וָמַ֖עְלָה לְבֵ֣ית אֲבֹתָ֑ם כׇּל־יֹצֵ֥א צָבָ֖א בְּיִשְׂרָאֵֽל׃ (ג) וַיְדַבֵּ֨ר מֹשֶׁ֜ה וְאֶלְעָזָ֧ר הַכֹּהֵ֛ן אֹתָ֖ם בְּעַֽרְבֹ֣ת מוֹאָ֑ב עַל־יַרְדֵּ֥ן יְרֵח֖וֹ לֵאמֹֽר׃ (ד) מִבֶּ֛ן עֶשְׂרִ֥ים שָׁנָ֖ה וָמָ֑עְלָה כַּאֲשֶׁר֩ צִוָּ֨ה יְהֹוָ֤ה אֶת־מֹשֶׁה֙ וּבְנֵ֣י יִשְׂרָאֵ֔ל הַיֹּצְאִ֖ים מֵאֶ֥רֶץ מִצְרָֽיִם׃ (ה) רְאוּבֵ֖ן בְּכ֣וֹר יִשְׂרָאֵ֑ל בְּנֵ֣י רְאוּבֵ֗ן חֲנוֹךְ֙ מִשְׁפַּ֣חַת הַחֲנֹכִ֔י לְפַלּ֕וּא מִשְׁפַּ֖חַת הַפַּלֻּאִֽי׃ (ו) לְחֶצְרֹ֕ן מִשְׁפַּ֖חַת הַֽחֶצְרוֹנִ֑י לְכַרְמִ֕י מִשְׁפַּ֖חַת הַכַּרְמִֽי׃ (ז) אֵ֖לֶּה מִשְׁפְּחֹ֣ת הָראוּבֵנִ֑י וַיִּהְי֣וּ פְקֻדֵיהֶ֗ם שְׁלֹשָׁ֤ה וְאַרְבָּעִים֙ אֶ֔לֶף וּשְׁבַ֥ע מֵא֖וֹת וּשְׁלֹשִֽׁים׃ (ח) וּבְנֵ֥י פַלּ֖וּא אֱלִיאָֽב׃ (ט) וּבְנֵ֣י אֱלִיאָ֔ב נְמוּאֵ֖ל וְדָתָ֣ן וַאֲבִירָ֑ם הֽוּא־דָתָ֨ן וַאֲבִירָ֜ם (קרואי)[קְרִיאֵ֣י] הָעֵדָ֗ה אֲשֶׁ֨ר הִצּ֜וּ עַל־מֹשֶׁ֤ה וְעַֽל־אַהֲרֹן֙ בַּעֲדַת־קֹ֔רַח בְּהַצֹּתָ֖ם עַל־יְהֹוָֽה׃ (י) וַתִּפְתַּ֨ח הָאָ֜רֶץ אֶת־פִּ֗יהָ וַתִּבְלַ֥ע אֹתָ֛ם וְאֶת־קֹ֖רַח בְּמ֣וֹת הָעֵדָ֑ה בַּאֲכֹ֣ל הָאֵ֗שׁ אֵ֣ת חֲמִשִּׁ֤ים וּמָאתַ֙יִם֙ אִ֔ישׁ וַיִּהְי֖וּ לְנֵֽס׃ (יא) וּבְנֵי־קֹ֖רַח לֹא־מֵֽתוּ׃ {ס}

(1) When the plague was over, GOD said to Moses and to Eleazar son of Aaron the priest, (2) “Take a census of the whole Israelite community from the age of twenty years up, by their ancestral houses, all Israelites able to bear arms.” (3) So Moses and Eleazar the priest, on the steppes of Moab, at the Jordan near Jericho, gave instructions about them, namely, (4) those from twenty years up, as GOD had commanded Moses.
The descendants of the Israelites who came out of the land of Egypt were: (5) Reuben, Israel’s first-born. Descendants of Reuben: [Of] Enoch, the clan of the Enochites; of Pallu, the clan of the Palluites; (6) of Hezron, the clan of the Hezronites; of Carmi, the clan of the Carmites. (7) Those are the clans of the Reubenites. The men enrolled came to 43,730. (8) Born to Pallu: Eliab. (9) The sons of Eliab were Nemuel, and Dathan and Abiram. These are the same Dathan and Abiram, chosen in the assembly, who agitated against Moses and Aaron as part of Korah’s band when they agitated against GOD. (10) Whereupon the earth opened its mouth and swallowed them up with Korah—when that band died, when the fire consumed the two hundred and fifty men—and they became an example. (11) The sons of Korah, however, did not die.

ויהי אחרי המגפה. דעיקר המנין היה בשביל חלוקת הארץ כמבואר להלן. משום הכי הקדים הכתוב שהיה אחרי המגפה. ונשארו כולם שעומדים לירש את הארץ. וכ״כ הראב״ע:

And it came to pass after the plague.

The principal purpose of this census was to prepare for the apportionment of the Land, as will be explained later. Therefore the Torah first notes that it took place after the plague, because those who remained alive were precisely those who would stand to inherit the Land. This is also the view of Ibn Ezra.

(ל) אֵ֚לֶּה בְּנֵ֣י גִלְעָ֔ד אִיעֶ֕זֶר מִשְׁפַּ֖חַת הָאִֽיעֶזְרִ֑י לְחֵ֕לֶק מִשְׁפַּ֖חַת הַֽחֶלְקִֽי׃ (לא) וְאַ֨שְׂרִיאֵ֔ל מִשְׁפַּ֖חַת הָאַשְׂרִֽאֵלִ֑י וְשֶׁ֕כֶם מִשְׁפַּ֖חַת הַשִּׁכְמִֽי׃ (לב) וּשְׁמִידָ֕ע מִשְׁפַּ֖חַת הַשְּׁמִידָעִ֑י וְחֵ֕פֶר מִשְׁפַּ֖חַת הַֽחֶפְרִֽי׃ (לג) וּצְלׇפְחָ֣ד בֶּן־חֵ֗פֶר לֹא־הָ֥יוּ ל֛וֹ בָּנִ֖ים כִּ֣י אִם־בָּנ֑וֹת וְשֵׁם֙ בְּנ֣וֹת צְלׇפְחָ֔ד מַחְלָ֣ה וְנֹעָ֔ה חׇגְלָ֥ה מִלְכָּ֖ה וְתִרְצָֽה׃

(30) These were the descendants of Gilead: [Of] Iezer, the clan of the Iezerites; of Helek, the clan of the Helekites; (31) [of] Asriel, the clan of the Asrielites; [of] Shechem, the clan of the Shechemites; (32) [of] Shemida, the clan of the Shemidaites; [of] Hepher, the clan of the Hepherites.— (33)Now Zelophehad son of Hepher had no sons, only daughters. The names of Zelophehad’s daughters were Mahlah, Noah, Hoglah, Milcah, and Tirzah.—

(נב) וַיְדַבֵּ֥ר יְהֹוָ֖ה אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃ (נג) לָאֵ֗לֶּה תֵּחָלֵ֥ק הָאָ֛רֶץ בְּנַחֲלָ֖ה בְּמִסְפַּ֥ר שֵׁמֽוֹת׃ (נד) לָרַ֗ב תַּרְבֶּה֙ נַחֲלָת֔וֹ וְלַמְעַ֕ט תַּמְעִ֖יט נַחֲלָת֑וֹ אִ֚ישׁ לְפִ֣י פְקֻדָ֔יו יֻתַּ֖ן נַחֲלָתֽוֹ׃ (נה) אַךְ־בְּגוֹרָ֕ל יֵחָלֵ֖ק אֶת־הָאָ֑רֶץ לִשְׁמ֥וֹת מַטּוֹת־אֲבֹתָ֖ם יִנְחָֽלוּ׃ (נו) עַל־פִּי֙ הַגּוֹרָ֔ל תֵּחָלֵ֖ק נַחֲלָת֑וֹ בֵּ֥ין רַ֖ב לִמְעָֽט׃ {ס}

(52) GOD spoke to Moses, saying, (53) “Among these shall the land be apportioned as shares, according to the listed names: (54)with larger groups increase the share, with smaller groups reduce the share. Each is to be assigned its share according to its enrollment.(55)The land, moreover, is to be apportioned by lot; and the allotment shall be made according to the listings of their ancestral tribes. (56) Each portion shall be assigned by lot, whether for larger or smaller groups.”

לרב תרבה נחלתו. ... וְהַשְּׁבָטִים הָיוּ כְתוּבִים בִּשְׁנֵים עָשָׂר פְּתָקִין וְי"ב גְּבוּלִין בְּי"ב פְּתָקִין, וּבְלָלוּם בַּקַּלְפִּי, וְהַנָּשִׂיא מַכְנִיס יָדוֹ לְתוֹכוֹ וְנוֹטֵל שְׁנַיִם פְּתָקִין, עוֹלֶה בְיָדוֹ פֶּתֶק שֶׁל שֵׁם שִׁבְטוֹ וּפֶתֶק שֶׁל גְּבוּל הַמְפֹרָשׁ לוֹ, וְהַגּוֹרָל עַצְמוֹ הָיָה צוֹוֵחַ וְאוֹמֵר אֲנִי הַגּוֹרָל עָלִיתִי לִגְבוּל פְּלוֹנִי לְשֵבֶט פְּלוֹנִי, שֶׁנֶּאֱמַר "עַל פִּי הַגּוֹרָל", וְלֹא נִתְחַלְּקָה הָאָרֶץ בְּמִדָּה, לְפִי שֶׁיֵּשׁ גְּבוּל מְשֻׁבָּח מֵחֲבֵרוֹ, אֶלָּא בְשׁוּמָא, בֵּית כֹּר רַע כְּנֶגֶד בֵּית סְאָה טוֹב, הַכֹּל לְפִי הַדָּמִים:

לרב תרבה נחלתו TO THE NUMEROUS THOU SHALT GIVE MORE INHERITANCE — ...The names of the tribes were written on twelve tablets, and those of twelve districts on twelve tablets. They mixed them in an urn, and the prince of a tribe inserted his hand in it and took out two tablets. There came up in his hand the tablet bearing the name of his tribe and the tablet relating to the district that had been declared by the Urim and Tummim to be intended for it. The lot, itself cried out, saying, “I, the lot, have come up for such-and-such a district for such-and-such a tribe”, as it is said, (v. 56) על פי הגורל by the mouth (utterance) of the lot [shall the possession thereof be divided]” (Midrash Tanchuma, Pinchas 6). The land was not divided by measurement alone because one district is superior to another but it was divided by estimating its fertility: a bad piece of land sufficient to sow a Kor was regarded as the equivalent of a good piece of land sufficient to sow a Seah (the thirtieth part of a Kor) — all depended upon the value of the soil.

(נח) אֵ֣לֶּה ׀ מִשְׁפְּחֹ֣ת לֵוִ֗י מִשְׁפַּ֨חַת הַלִּבְנִ֜י מִשְׁפַּ֤חַת הַֽחֶבְרֹנִי֙ מִשְׁפַּ֤חַת הַמַּחְלִי֙ מִשְׁפַּ֣חַת הַמּוּשִׁ֔י מִשְׁפַּ֖חַת הַקׇּרְחִ֑י וּקְהָ֖ת הוֹלִ֥ד אֶת־עַמְרָֽם׃

(58) These are the clans of Levi: The clan of the Libnites, the clan of the Hebronites, the clan of the Mahlites, the clan of the Mushites, the clan of the Korahites.—Kohath begot Amram.

(סב) וַיִּהְי֣וּ פְקֻדֵיהֶ֗ם שְׁלֹשָׁ֤ה וְעֶשְׂרִים֙ אֶ֔לֶף כׇּל־זָכָ֖ר מִבֶּן־חֹ֣דֶשׁ וָמָ֑עְלָה כִּ֣י ׀ לֹ֣א הׇתְפָּקְד֗וּ בְּתוֹךְ֙ בְּנֵ֣י יִשְׂרָאֵ֔ל כִּ֠י לֹא־נִתַּ֤ן לָהֶם֙ נַחֲלָ֔ה בְּת֖וֹךְ בְּנֵ֥י יִשְׂרָאֵֽל׃

(62) Their enrollment of 23,000 comprised all males from a month up. They were not part of the regular enrollment of the Israelites, since no share was assigned to them among the Israelites.

וְאֵלֶּה פְקוּדֵי הַלֵּוִי – לֹא יָדַעְתִּי לָמָּה יִמְנֶה בְּנֵי לֵוִי, וּמַה תּוֹעֶלֶת עַתָּה בְּמִנְיָנָם. אוּלַי לְאֵלֶּה נִתְּנוּ הֶעָרִים לָשֶׁבֶת וּמִגְרְשֵׁיהֶן לִבְהֶמְתָּם, לֹא לַנּוֹלָדִים אַחֲרֵי כֵן. אוֹ שֶׁנַּעֲשָׂה לָהֶם לְכָבוֹד לִפְנֵי הַשֵּׁם, שֶׁלֹּא יִהְיֶה לִגְיוֹן שֶׁל מֶלֶךְ פָּחוּת שֶׁלֹּא יַשְׁגִּיחוּ עָלָיו לִמְנוֹתוֹ כִּשְׁאָר הָעָם. וְהִזְכִּיר עַמְרָם וְאִשְׁתּוֹ כִּי בְּנֵי לֵוִי יִמָּנוּ לִשְׁנַיִם, לְכֹהֲנִים וּלְוִיִּם, וְרָאוּי לִפְקֹד אַהֲרֹן וּבָנָיו לְעַצְמָן:

AND THESE ARE THEY THAT WERE NUMBERED OF THE LEVITES. I do not know why He [commanded] that the Levites should be counted [here], and what purpose [is served] now by counting them [since they did not receive any portion in the Land]. Perhaps [they were counted because] it was only to these [Levites] that they gave the [forty-eight] cities to dwell in and their open land for their cattle, and not to those who were born afterwards. Or [it may be that this census] was done as an expression of honor for them before G-d, so that “the legion of the King” should not be treated as less important [than the other people], by not bothering to count them like the rest of the people. Scripture mentions Amram and his wife [Jochebed, with the children she bore — Aaron, Moses and Miriam their sister, although it does not do so in connection with any other Levite families], because the sons of [that] Levite [Amram] were counted as two [groups], as priests and as Levites, and it was fitting that Aaron and his sons [who were originally Levites but later on became priests] should be counted separately [therefore Scripture mentions especially the names of the parents and of their children].

(א) וַתִּקְרַ֜בְנָה בְּנ֣וֹת צְלׇפְחָ֗ד בֶּן־חֵ֤פֶר בֶּן־גִּלְעָד֙ בֶּן־מָכִ֣יר בֶּן־מְנַשֶּׁ֔ה לְמִשְׁפְּחֹ֖ת מְנַשֶּׁ֣ה בֶן־יוֹסֵ֑ף וְאֵ֙לֶּה֙ שְׁמ֣וֹת בְּנֹתָ֔יו מַחְלָ֣ה נֹעָ֔ה וְחׇגְלָ֥ה וּמִלְכָּ֖ה וְתִרְצָֽה׃ (ב) וַֽתַּעֲמֹ֜דְנָה לִפְנֵ֣י מֹשֶׁ֗ה וְלִפְנֵי֙ אֶלְעָזָ֣ר הַכֹּהֵ֔ן וְלִפְנֵ֥י הַנְּשִׂיאִ֖ם וְכׇל־הָעֵדָ֑ה פֶּ֥תַח אֹֽהֶל־מוֹעֵ֖ד לֵאמֹֽר׃ (ג) אָבִ֘ינוּ֮ מֵ֣ת בַּמִּדְבָּר֒ וְה֨וּא לֹא־הָיָ֜ה בְּת֣וֹךְ הָעֵדָ֗ה הַנּוֹעָדִ֛ים עַל־יְהֹוָ֖ה בַּעֲדַת־קֹ֑רַח כִּֽי־בְחֶטְא֣וֹ מֵ֔ת וּבָנִ֖ים לֹא־הָ֥יוּ לֽוֹ׃ (ד) לָ֣מָּה יִגָּרַ֤ע שֵׁם־אָבִ֙ינוּ֙ מִתּ֣וֹךְ מִשְׁפַּחְתּ֔וֹ כִּ֛י אֵ֥ין ל֖וֹ בֵּ֑ן תְּנָה־לָּ֣נוּ אֲחֻזָּ֔ה בְּת֖וֹךְ אֲחֵ֥י אָבִֽינוּ׃ (ה) וַיַּקְרֵ֥ב מֹשֶׁ֛ה אֶת־מִשְׁפָּטָ֖ן לִפְנֵ֥י יְהֹוָֽה׃ {פ}(ו) וַיֹּ֥אמֶר יְהֹוָ֖ה אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃ (ז) כֵּ֗ן בְּנ֣וֹת צְלׇפְחָד֮ דֹּבְרֹת֒ נָתֹ֨ן תִּתֵּ֤ן לָהֶם֙ אֲחֻזַּ֣ת נַחֲלָ֔ה בְּת֖וֹךְ אֲחֵ֣י אֲבִיהֶ֑ם וְהַֽעֲבַרְתָּ֛ אֶת־נַחֲלַ֥ת אֲבִיהֶ֖ן לָהֶֽן׃ (ח) וְאֶל־בְּנֵ֥י יִשְׂרָאֵ֖ל תְּדַבֵּ֣ר לֵאמֹ֑ר אִ֣ישׁ כִּֽי־יָמ֗וּת וּבֵן֙ אֵ֣ין ל֔וֹ וְהַֽעֲבַרְתֶּ֥ם אֶת־נַחֲלָת֖וֹ לְבִתּֽוֹ׃ (ט) וְאִם־אֵ֥ין ל֖וֹ בַּ֑ת וּנְתַתֶּ֥ם אֶת־נַחֲלָת֖וֹ לְאֶחָֽיו׃ (י) וְאִם־אֵ֥ין ל֖וֹ אַחִ֑ים וּנְתַתֶּ֥ם אֶת־נַחֲלָת֖וֹ לַאֲחֵ֥י אָבִֽיו׃ (יא) וְאִם־אֵ֣ין אַחִים֮ לְאָבִיו֒ וּנְתַתֶּ֣ם אֶת־נַחֲלָת֗וֹ לִשְׁאֵר֞וֹ הַקָּרֹ֥ב אֵלָ֛יו מִמִּשְׁפַּחְתּ֖וֹ וְיָרַ֣שׁ אֹתָ֑הּ וְֽהָ֨יְתָ֜ה לִבְנֵ֤י יִשְׂרָאֵל֙ לְחֻקַּ֣ת מִשְׁפָּ֔ט כַּאֲשֶׁ֛ר צִוָּ֥ה יְהֹוָ֖ה אֶת־מֹשֶֽׁה׃ {פ}

(1) The daughters of Zelophehad, of Manassite family—son of Hepher son of Gilead son of Machir son of Manasseh son of Joseph—came forward. The names of the daughters were Mahlah, Noah, Hoglah, Milcah, and Tirzah. (2) They stood before Moses, Eleazar the priest, the chieftains, and the whole assembly, at the entrance of the Tent of Meeting, and they said, (3) “Our father died in the wilderness. He was not one of the faction, Korah’s faction, that banded together against GOD, but died for his own sin; and he has left no sons. (4) Let not our father’s name be lost to his clan just because he had no son! Give us a holding among our father’s kinsmen!” (5) Moses brought their case before GOD. (6) And GOD said to Moses, (7) “The plea of Zelophehad’s daughters is just: you should give them a hereditary holding among their father’s kinsmen; transfer their father’s share to them. (8) “Further, speak to the Israelite people as follows: ‘If a man dies without leaving a son, you shall transfer his property to his daughter. (9) If he has no daughter, you shall assign his property to his brothers. (10) If he has no brothers, you shall assign his property to his father’s brothers. (11) If his father had no brothers, you shall assign his property to his nearest relative in his own clan, who shall inherit it.’ This shall be the law of procedure for the Israelites, in accordance with GOD’s command to Moses.”

(ו) זֶ֣ה הַדָּבָ֞ר אֲשֶׁר־צִוָּ֣ה יְהֹוָ֗ה לִבְנ֤וֹת צְלׇפְחָד֙ לֵאמֹ֔ר לַטּ֥וֹב בְּעֵינֵיהֶ֖ם תִּהְיֶ֣ינָה לְנָשִׁ֑ים אַ֗ךְ לְמִשְׁפַּ֛חַת מַטֵּ֥ה אֲבִיהֶ֖ם תִּהְיֶ֥ינָה לְנָשִֽׁים׃ (ז) וְלֹֽא־תִסֹּ֤ב נַחֲלָה֙ לִבְנֵ֣י יִשְׂרָאֵ֔ל מִמַּטֶּ֖ה אֶל־מַטֶּ֑ה כִּ֣י אִ֗ישׁ בְּנַחֲלַת֙ מַטֵּ֣ה אֲבֹתָ֔יו יִדְבְּק֖וּ בְּנֵ֥י יִשְׂרָאֵֽל׃ (ח) וְכׇל־בַּ֞ת יֹרֶ֣שֶׁת נַחֲלָ֗ה מִמַּטּוֹת֮ בְּנֵ֣י יִשְׂרָאֵל֒ לְאֶחָ֗ד מִמִּשְׁפַּ֛חַת מַטֵּ֥ה אָבִ֖יהָ תִּהְיֶ֣ה לְאִשָּׁ֑ה לְמַ֗עַן יִֽירְשׁוּ֙ בְּנֵ֣י יִשְׂרָאֵ֔ל אִ֖ישׁ נַחֲלַ֥ת אֲבֹתָֽיו׃ (ט) וְלֹֽא־תִסֹּ֧ב נַחֲלָ֛ה מִמַּטֶּ֖ה לְמַטֶּ֣ה אַחֵ֑ר כִּי־אִישׁ֙ בְּנַ֣חֲלָת֔וֹ יִדְבְּק֕וּ מַטּ֖וֹת בְּנֵ֥י יִשְׂרָאֵֽל׃ (י) כַּאֲשֶׁ֛ר צִוָּ֥ה יְהֹוָ֖ה אֶת־מֹשֶׁ֑ה כֵּ֥ן עָשׂ֖וּ בְּנ֥וֹת צְלׇפְחָֽד׃ (יא) וַתִּהְיֶ֜ינָה מַחְלָ֣ה תִרְצָ֗ה וְחׇגְלָ֧ה וּמִלְכָּ֛ה וְנֹעָ֖ה בְּנ֣וֹת צְלׇפְחָ֑ד לִבְנֵ֥י דֹדֵיהֶ֖ן לְנָשִֽׁים׃

(6) This is what GOD has commanded concerning the daughters of Zelophehad: They may become the wives of anyone they wish, provided they marry into a clan of their father’s tribe. (7)No inheritance of the Israelites may pass over from one tribe to another, but the Israelite [heirs]—each of them—must remain bound to the ancestral portion of their tribe. (8) Every daughter among the Israelite tribes who inherits a share must become the wife of someone from a clan of her father’s tribe, in order that every Israelite [heir] may keep an ancestral share. (9) Thus no inheritance shall pass over from one tribe to another, but the Israelite tribes shall remain bound each to its portion.” (10) The daughters of Zelophehad did as GOD had commanded Moses: (11)Mahlah, Tirzah, Hoglah, Milcah, and Noah, Zelophehad’s daughters, became the wives of their uncles’ sons,

2. Lot's wife - no name.
3. Pharaoh's daughter - no name
4. Jephthah's daughter - no name

והוא לא היה וגו'. ... רַבִּי עֲקִיבָא אוֹמֵר מְקוֹשֵׁשׁ עֵצִים הָיָה וְרַבִּי שִׁמְעוֹן אוֹמֵר מִן הַמַּעְפִּילִים הָיָה (שבת צ"ו):

והוא לא היה וגו׳ AND HE WAS NOT [… IN THE CONGREGATION OF KORAH] — ... As regards what this sin was, R. Akiba said that he was the man who gathered sticks on the Sabbath day (Numbers 15:32); R. Simeon said that he was one of those who presumed to disobey God’s command (Numbers 14:44) (Shabbat 96b).

אֶלָּא חֲמִשָּׁה עָשָׂר בְּאָב מַאי הִיא? אָמַר רַב יְהוּדָה אָמַר שְׁמוּאֵל: יוֹם שֶׁהוּתְּרוּ שְׁבָטִים לָבוֹא זֶה בָּזֶה.

However, what is the special joy of the fifteenth of Av? Rav Yehuda said that Shmuel said: This was the day on which the members of different tribes were permitted to enter one another’s tribe, by intermarriage. It was initially prohibited to intermarry between tribes, so as to keep each plot of land within the portion of the tribe that originally inherited it. This halakha was instituted by the Torah in the wake of a complaint by the relatives of the daughters of Zelophehad, who were worried that if these women married men from other tribes, the inheritance of Zelophehad would be lost from his tribe (see Numbers 36:1–12).

Joseph Huntington was more direct at the end of the Revolution as he preached, “…these Thirteen United States or tribes of Israel,” making a clear comparison in language and civil structure between America and Israel.
Thomas Paine says that the Hebrew form of government “…was a kind of Republic administered by a judge and the elders of the tribes” and that “…it was sinful to acknowledge” a king other than God.56
As Massachusetts prepared to cast its vote for ratification of the federal Constitution, Samuel Langdon addressed the General Court, returning to the topic he had raised more than a decade before. As the title of his sermon indicates, Langdon believed that the republic of the Israelites provided "an example to the American States," indeed to all nations.
Langdon recounted how God had commanded Moses to bring seventy men, "chosen from among the elders and officers, and present them at the tabernacle" so that they might share the burden of government with him. Thus, the American preacher concluded, a "senate" was constituted, "as
necessary for the future government of the nation" (p. 9).
Like Huntington before him, Langdon purposely conflated the American (or rather Latin) and Hebrew nomenclatures, senate with Sanhedrin.
exegesis was foreseeable: the Hebrew government
was "a proper republic" (p. 9).
That biblical commonwealth was no simple republic, how ever, but a federacy. "Every tribe," Langdon pointed out, "had elders and a prince . . . with which Moses did not interfere" (p. 9). Those tribal leaders had an acknowledged right to meet and consult together and "with the consent of the congregation do whatever was necessary to preserve good order, and promote the common interest of the tribe" (p. 9). In short, according to
Langdon's interpretation, the tribes resembled the American states under the Constitution: they were quasi-autonomous, semi-sovereign entities. Also as in the United States, the local governments of the Israelite tribes were structurally "very similar to the general government." Each had "a president and senate" at its head, while the whole of the Hebrew people "assembled and gave their voice in all great matters" (p. 9).

The infinitely wise and good Being has given us the sum and substance of the most perfect form of civil government in his word, or, to keep up the simile of the apostle, in my text and context, he has drawn out and formed a most perfect political man.
I mean that ancient plan of civil policy, delineated for the chosen tribes of Israel; there we find no king, no despot, no emperor, no tyrant, no perpetual dictator allowed of: We find the nation, by divine order, composed of a number of states, that is to say thirteen, called the tribes of the children of Israel.—Jacob had twelve sons, but then you know the tribe of Joseph was subdivided and became two tribes, i.e., the tribe of Ephraim and the tribe of Manasseh, which made thirteen united, free and independent states: Each of these managed their internal police within themselves; had each of them their legislative body, for their own state or tribe; also their judges, and courts of justice—these officers, whether legislative or executive, were called the elders of the tribes, and governed the particular tribe or state they were set over; and were appointed by the immediate voice of God, or were elective by the people, which is equally the voice of God, though in a different manner, for where God does not immediately indicate his will in some other way, then the voice of the people in cases of this nature, is the voice of God; and in the united states or tribes of Israel, officers were elected by the people at large, or by those to whom the people delegated power for that purpose, except when God himself immediately interposed in a special manner for their appointment; hence it was a well-known maxim, that whom God and his people chose to rule, he should be received as ruler; and God always acknowledged the election of the people as his own appointment, when he did not otherwise interpose in the matter.
Moreover, these Thirteen United States or tribes of Israel, had by divine appointment a general congress, with a president at their head; Moses was the first, Joshua succeeded him, so on till the days of Samuel, when the constitution was subverted; by whom the whole nation were united and cemented in all things that were of general concern to the whole nation, and who gave advice and direction to the elders of the tribes, or general assemblies of these United States; I mean the Sanhedrim or seventy elders, first appointed in the wilderness, in the days of Moses; these composed the great council of the nation, or General Congress; and thus all the States were united and consolidated in all their general and common concerns, and so long as they abode firm in this reasonable and divine constitution, supported it, and made the best of the happy privileges contained in it, they were in their civil policy as well as in their religion, far the happiest nation under heaven.
The original pledge was itself a covenant renewal
Francis Bellamy wrote it in 1892 (27 years after the end of the Civil War) not merely as patriotic verse but as a civic liturgy to be recited by schoolchildren. He intended it to create Americans, not simply describe them. It first appeared in The Youth's Companion as part of a national Columbus Day celebration and campaign to place flags in every public school.
I pledge allegiance to my Flag and the Republic for which it stands, one nation, indivisible, with liberty and justice for all.
The phrase "under God" was incorporated into the Pledge of Allegiance on June 14, 1954, by a Joint Resolution of Congress amending § 4 of the Flag Code enacted in 1942.
